In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

* Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) ( Within Minnesota or neighboring states only; telework is not allowed in other states ) and flexible hours options are available .* This is a hybrid position requiring the incumbent to be on-site at the downtown St. Paul office 1-2 days per week.

This position will supervise overall office and administrative functions including centralized executive support and technical support functions of the Economic Assistance and Employment Supports Division (EAESD) within the Family Well-Being Administration. EAESD is a large division with more than 140 employees, overseeing multiple children and human services programs and providing local agency support across the state. This position also provides cross-division support related to personnel, financial operations, and facilities management, including continuity of business operations planning.

Responsibilities include:

  • Develop, implement, and oversee the business structure, processes and staff resources for the division’s office and administrative support section including centralized executive support and technical support.

  • Provide cross-division support related to personnel, financial operations, and facilities management.

  • Serve as the division business continuity planner requiring deep understanding of the work of the division and ongoing communication with division program managers/supervisors.

  • Other duties are varied and may change depending on priorities set by division leadership.

Minimum Qualifications

One (1) year of administrative and/or technical support experience in an office setting. Experience must demonstrate:

  • Analyzing, managing, and coordinating the workflow of an office.

  • Directing and/or guiding employees on job duties, assigning tasks and work teams, reviewing work, overseeing projects, and mentoring.

  • Managing office supply and technology budgets and expenditures.

  • Modifying office/operations work methods and improve work procedures.

  • Knowledge and ability to proficiently use desktop software and applications, equipment, and systems to direct and perform work including but not limited to: Microsoft office: Outlook, TEAMS, Word, Excel, PowerPoint, Adobe

Preferred Qualifications

  • Strong communication and public relations and ability to maintain positive relationships with staff, colleagues, customers, local agencies, vendors, etc.

  • Conflict management and ability to bring people/team(s) together through open communication, and respectful dialogue and discourse.

  • Experience in bookkeeping and budgeting and ability to understand basic level accounting.

  • Experience in purchasing, tracking, and following up with vendors on payments.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
