Telework (https://dhs.intranet.mn.gov/buildings-facilities/hybrid-telework/telework/index.jsp) (within Minnesota or neighboring states) and flexible hour options are available with a required in office meeting monthly.

The Office of Inspector General (OIG) Enterprise Product, Experience, and User Success Manager creates and directs the product group strategic vision, roadmap, governance, and budget and oversees the product evolution and lifecycle of the three products within the product group. The OIG Enterprise Product, Experience, and User Success Manager also identifies and creates enhancements to product group offerings to address the needs of the people we serve in alignment with the Department of Human Services (DHS) mission and vision (https://dhs.intranet.mn.gov/organizational-directories-info/values-mission-strategic-plan-history/index.jsp) , DHS Equity Policy (https://dhs.intranet.mn.gov/policies-procedures-forms/policies-summary/equal-opportunity/equity-policy/index.jsp) , and the DHS (https://dhs.intranet.mn.gov/organizational-directories-info/agencywide-initiatives/strategic-plan-2023-27/index.jsp) strategic plan in coordination with the Director of Business Integration and Analytics. The OIG Enterprise Product, Experience, and User Success Manager brings consistency and scalability of experience across the three product teams within the product group, working closely with product managers to identify product visions, roadmaps, and features that consider empathy, equity, and people centricity to enhance the user experience and maximize the value to internal and external customers. The OIG Enterprise Product, Experience, and User Success Manager aligns stakeholder engagement and relationships across the product group and shared service teams. The OIG Enterprise Product, Experience, and User Success Manager is a servant leader with a growth mindset who inspires product teams to achieve product group objectives, fosters innovation, encourages cross-functional teamwork and knowledge sharing, and mentors and develops product and shared service teams and team members.

Minimum Qualifications

Two (2) years of specialized professional experience with product development road mapping, technology strategies, or modernization strategies.

AND

Three (3) years of demonstrated leadership experience*.

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

Experience must demonstrate the following:

  • Serving in a product owner and/or product manager capacity.

  • Deploying modern digital product or agile delivery practices.

  • Coaching, mentoring, and developing staff while building relationships.

Preferred Qualifications

  • Human service, early childhood education, regulatory licensing, program integrity audit and investigation programs that the product group operates in, including market trends, customer needs, and agency product ecosystem.

  • Legislative process including development of budget and policy proposals, fiscal notes, and talking points.

  • Laws, rules, regulations, compliance requirements and procurement processes that impact the product group.

  • work effectively in a rapidly changing environment and shift priorities appropriately to produce better product group outcomes.

  • Listen to various points of views and diffuse extreme reactions and negotiate with a variety of interests to reach consensus, support, or compromise.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
