This position manages the division’s emergency management programs, activities, and policies with a focus on public safety specialized training, planning, procurement of equipment, and response to pre-planned and pop-up incidents. These incidents include natural weather-related disasters, human-made dynamic disasters which can include; active-threat, active-shooter, radiological disaster response, civil unrest, and include other pre-planned events such as, political rallies/conventions, sporting events of national significance, state fair, free speech events/demonstrations and other unforeseen events that require a public safety law enforcement response from division personnel. In addition, this position will coordinate and act as a liaison between the DNR Enforcement Division and other outside law enforcement agencies for multi-jurisdictional cooperation when needed.

This position is expected to perform all job responsibilities in a manner that supports a healthy, safe, and productive and inclusive work environment for all employees.

Minimum Qualifications

Four years of experience as a conservation law enforcement officer which includes the enforcement of statutes, rules and orders relating to game and fish, public lands, outdoor recreation system, public waters, wetlands, invasive species, and wild rice.

Two years of supervisory or managerial natural resource law enforcement experience sufficient to plan, organize, assign, direct and evaluate field operations for the Division of Enforcement.

A Minnesota Peace Officer's License is required at the time of conditional offer.

Demonstrated communication skills sufficient to communicate legal and non-legal information clearly, concisely, and effectively.

Experience establishing and maintaining professional working relationships with both internal and external customers/clients.

Demonstrated leadership, organizational and interpersonal skills to direct, develop and engage staff and form/maintain interdisciplinary partnerships and teams.

Demonstrated human relations and problem-solving skills sufficient to effectively deal with a variety of conflict situations ranging from employee problems to serious public policy controversy.

Ability to develop, provide analysis and recommend effective strategic plans and budgets.

Preferred Qualifications

Knowledge and skill in building relationships with different cultures in Minnesota communities.

Knowledge of standard common policing operations and tactics.

Experience in Mobile Field Force operations and CDP Mobile Field Force Management certifications.

Incident Command Systems (ICS) 100, 200, & 700 course certifications.

Knowledge of current conservation issues facing Minnesota natural resources.

Knowledge of Minnesota criminal and civil law procedures as they relate to natural resources field operations.

Additional Requirements

Other portions of the process will include: oral interviews and completion of a comprehensive background investigation. Final job offers will be based on passing a medical evaluation, functional capacity exam and psychological evaluation.

This position requires an unrestricted Class D Driver's License with a clear driving record.
