The position for the Behavioral Health Division provides on-going analysis and leadership and guidance to staff members on budget, procurement, and financial policies for the Behavioral Health Division for federal Mental Health grants and other area’s when needed. The incumbent assists with fiscal analysis, fiscal notes for proposed legislation and develops, implements, and monitors budgeting, accounting, and grants administration including assisting contract specialist and grant specialist with grantee financial reconciliation. This position maintains accurate information on money appropriated and allotted to projects in the behavioral health division and closely monitors income and payments, assuring that budget goals are met, and that federal and state policies related to financial activity are followed. The incumbent will, analyze data for policy direction and recommendations; provide guidance and technical assistance, communication and updates to staff and internal and external stakeholders and partners, and facilitate and coordinate continuous improvement activities to increase collaboration and communication in maintaining a sustainable budget.

Some responsibilities include, but not limited to:

  • Perform fiscal analysis for the division by assessing program expenditures against projections, developing program budget forecasts, and conducting fiscal planning to identify trends and provide recommendations for division strategies and fiscal policy decisions.This position’s focus is on the federally funded Mental Health miscellaneous grants and awards but may be expected to provide assistance in other areas as needed.

  • Provide organizational leadership and management for grant/contract budgeting and policy to effectively utilize state and federal funding sources.

  • Develop, implement, and monitor division budgeting, accounting, and grants administration funding to ensure proper and efficient use of resources in alignment with federal, state, and department requirements.

Minimum Qualifications

Three (3) years experience demonstrating expertise managing financial data for organization, business, or a financial institution.

Experience must include:

  • Knowledge of state and federal budgetary processes.

  • Accounting or government finance background.

  • Strong spreadsheet, researching and data analysis skills to support project work.

  • Familiarity with grant administration including grantee financial reconciliation.

  • Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, Outlook, and MS Teams

* Bachelor’s Degree in Finance, Accounting or a related field may substitute for one year of professional experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Experience communicating complex financial information to division senior management and other clientele.

  • Knowledge of behavioral health programs.

  • Understanding of common budgeting and accounting problems and recommend specific actions.

  • Facilitator for group discussion to provide guidance and technical assistance with internal and external stakeholders.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
