In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

The Manager of Child Care Services Quality and Family Supports is a part of the executive leadership team for the Child Care Services division, a complex and inter-related; large-scale, high-visibility area within the Children and Family Services (CFS) Administration at the Department of Human Services.

This role will provide on-going leadership, management, and coordination of policies, programs, planning, research and evaluation for the state’s system of services and supports for child care quality, provision of consumer education, and family access to child care. This position oversees the following teams, programs, and polices:

  • Professional Development team

  • Parent Aware and Develop team

  • Professional development system, including training, coaching, mentoring and apprenticeships

  • Empower to Educate

  • School Age Care Quality

  • Parent Aware Quality Rating & Improvement System

  • Migrant Child Care

  • Develop Data System

  • Training and trainer approval

  • Financial supports to access degrees and credentials

Responsibilities include:

  • Providing leadership to develop and communicate a vision, mission and goals for Quality and Family Supports initiatives and services to support and enhance child care quality and to increase access for families to child care.

  • Facilitating collaborative planning, prioritizing and decision-making regarding the issues, programs, and policies of the unit.

  • Managingthe administration of funding for services and supports forchild care quality improvement and family access to child care.

  • Developingandadministeringtheunit’sbudget so that the mission of the unit is accomplished in an economically efficient manner and in the best interests of children, families and the state.

  • Coordinating department activities with other federal and state agencies, business partnerships, philanthropic organizations, etc. to ensurethatprogramsareof high quality and integrated with other human services and educational programs for all children.

  • Providing leadership for the Parent Aware Redesign to promote equity and ensure children receive the best care.

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead

  • Completion of a State of Minnesota leadership program (e.g. Emerging Leaders Institute - ELI)

  • A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group - experience must include:

5 years of specialized professional work experience in delivery and/or support of human services, social services, child care, early care, education, or children, youth and families.

Experience must include:

  • Experience conceptualizing, developing and recommending large-scale programrevisions and improvements anddeterminethepolicyandmanagementimpact.

  • Experience in informationanalysis,statisticalanalysis,andevaluation of programs.

  • A complete understanding of the political, policy, budgetary and administrative/operational dynamics of related programs sufficient to understand the interrelationshipsbetweenthelocal and state partner organizations,Tribal nations,thestateandfederalhumanservicesagenciesandthefunding and nature of the services they provide.

  • Knowledge of the child care servicelandscape or related field at a federal and state levelto assess theimpactonservicesforMinnesota’s child care providers, children and families, as well as knowledge of the federal and statelawsandregulationsrelatingtoallchildren’sprogramssufficienttoprovideexpertinterpretation on a consistent basis for management, other state agencies, the legislature, and the public.

  • Knowledge of the currentissuesandresearchinthefieldofprogram service effectiveness, and promising practices.

  • Knowledge of implicitbias,includingracialbias,historicaltraumaandequityanalysisandabilitytoapplyknowledgetopolicy analysis and development

  • Experience in implementing and/or facilitating Diversity, Equity, and Inclusion (DEI) initiatives/trainings/conversations.
