The Health Promotion and Chronic Disease Division within the Minnesota Department of Health is adding a Long Covid Grants and & Contracts Specialist to their growing team! This position will help make an impact on the health of Minnesotans by providing planning, coordination, management, and evaluation of grants and contracts for the Long COVID Program. The Long COVID Program has the goal of understanding the impacts of post-COVID and post-infectious conditions on individuals and communities, and working with those affected, such as caregivers, health systems, employers, local public health, schools, and other sectors to address and mitigate those impacts.

Responsibilities of the position include, but are not limited to, the following:

  • Provide technical assistance and support to grantees and contractors, including those who may have limited experience in applying for and implementing a state funded grant or contract.

  • Co-develop innovative strategies and plans to enhance grantee and/or contractor performance and two-way meaningful relationships using a health equity lens.

  • Support the development and implementation of processes for the Long COVID program’s outgoing grants and contracts.

  • Support project management, strategic planning, and engagement activities of the Long COVID Unit.

  • Support relationships with organizations and multidisciplinary partnerships to assure integration of health equity concepts and community voices into planning and implementation of long COVID program activities.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, Fergus Falls.

The position telework schedule will be based on the business needs of the unit and supervisory discretion.

The position will require occasional travel (less than 10%) for in-person meetings across the state, primarily in the Twin Cities Metro area. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Minimum Qualifications

The following minimum qualifications must be clearly demonstrated in the candidate’s work experience, with dates of employment included to be considered for this position:

Two (2) years of experience in a public health setting and/or addressing chronic disease. Experience must demonstrate the following:

  • Providing technical assistance and support to community partners or grantees.

  • Monitoring and evaluating grantee activities and executing outgoing contractual agreements.

  • Planning and facilitating community engagement activities and meetings.

Minimum qualifications to be assessed at interview:

  • Ability to work independently and as part of an interdisciplinary team.

  • Project management and organizational skills sufficient to successfully navigate competing priorities and manage multiple tasks.

  • Human relations skills sufficient to establish and maintain effective ongoing relationships with the public, interest groups, and department staff.

  • Ability to present ideas and translate technical information and requirements effectively for a variety of diverse audiences, both verbally and in writing.

Degree Equivalencies:

  • Associate degree in public health, business administration, public policy, or related field of study will count for six (6) months of experience.

  • Bachelor’s degree in public health, business administration, public policy, or related field of study will count for twelve (12) months of experience.

  • Master’s degree in public health, business administration, public policy, or related field of study will count for eighteen (18) months of experience.

  • Doctorate degree in public health, business administration, public policy, or related field of study will count for twenty-four (24) months of experience.

Preferred Qualifications

  • Experience working with community-based organizations (CBOs), local public health agencies, or other state agencies.

  • Understanding of public health principles and practices, particularly in relation to health equity and community health.

  • Familiarity with the needs and challenges faced by populations most impacted by health inequities, including populations of color, American Indian, LGBTQ+, and disability communities.

  • Familiarity with Long COVID and/or post-infection chronic conditions and their inherent clinical, individual, and societal challenges and implications.

  • Working knowledge of the State of Minnesota Office of Grant Management (OGM) policies and procedures and state contracting guidelines and processes, including drafting Requests for Proposals (RFPs), reviewing applications, and conducting pre-award risk assessments.

  • This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
