This position will be part of MNIT’s Office of Transformation and Strategy Delivery, which uses purpose-driven, innovative approaches to enable agencies to deliver modern services that benefit Minnesotans.
This position involves managing IT efforts ranging from large projects to multiple concurrent small projects for several high-touch clients. Overall work includes putting together roadmaps for releases and aligning resources for competing priorities. Work also includes providing information for consultant contracts, providing monthly status reports and meeting regularly with consultants involved in the projects.
The selected candidate will have the opportunity to work with State technical teams, vendors, and business partners to formally project manage the development, enhancement or retirement of complex information technology & business solutions. This role will be the focal point for all aspects of project management from initiation, planning, execution, and closure using industry best-practices for service/systems creation and development and project management.

This position is currently eligible for full-time telework:
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
This position requires a minimum of five (5) years of experience in performing IT project management functions that includes:
Experience reporting on project activities during all phases of the project lifecycle—including project costs and resource allocation—using project and project portfolio management tools.
Experience managing projects using both Agile and legacy (ex. waterfall) methodologies.
Experience to include managing and/or providing project management consultation for all aspects of the design, development, and implementation of IT projects.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A Master’s degree in Information Technology or a related field substitutes for three years of experience, OR a related Bachelor’s degree substitutes for two years, OR a related Associate’s substitutes for one year.
Preferred Qualifications
Experience managing software development projects using best practices from PMI.
Managing stakeholder relationships with all levels of the organization—must have the ability to be diplomatic in all interactions, verbal or written—and excellent communications skills.
Experience working within a flexible, fast-paced environment.
Knowledge of basic business analysis practices and tools, and the ability to facilitate group discussions that drive decision-making.
Certified SCRUM Master.
Certificate in project management from a college, university, or technical school.
Proficient with a project and portfolio management tool, such as MS Project, Sciforma, Planview, Rally.
