This is a unique opportunity to provide HR support and consultation to one of our HR customers – Minnesota Management & Budget. This position will provide advanced professional level human resource services and consultation to the managers, supervisors, and staff of Minnesota Management & Budget in the areas of workforce planning, organizational development, classification, selection, recruitment, compensation and benefits, and contract administration. This position also consults, advises, and recommends solutions to managers and supervisors on a range of employee relations matters such as performance management, labor relations, legal and policy compliance, personnel rules, contract interpretation, state and federal laws, and all other required rules, standards, and procedures.
Responsibilities
Provide quality personnel management services to managers, supervisors, and employees of Minnesota Management & Budget in an appropriate, consistent, timely and efficient manner so a workforce exists which can meet the business needs of the agency.
Provide consultation and assistance on personnel and labor relations so issues are dealt with consistently and efficiently, employment laws and bargaining agreements are interpreted accurately, and harmonious labor/management relations are maintained.
Serve as a strategic HR partner and consultant to administer human resource programs such as workforce planning and organizational development appropriately and within applicable laws, rules, and policy. Provide advanced HR advice and assistance to contribute to the success of HR service program objectives.
Serve as the agency ADA Coordinator
Minimum Qualifications
At least 3 years of full-time equivalent professional level work experience in the following human resource areas: job analysis and evaluation/classification, selection, contract and/or policy interpretation and compensation administration. A bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior, may substitute for one year of experience described above.
In addition, candidates must possess the following:
Professional experience which demonstrates knowledge to consult, advise and influence management and staff on complex issues in employment contract/plan administration and interpretation; employment law; employee and labor relations.
Experience in performing job analysis sufficient to identify and recommend job classifications ensuring proper allocation of positions.
Experience with electronic applicant tracking/hiring tools and programs (such as Oracle Recruiting Solutions or NeoGov), and selection process administration/selection principles, policies, and practices to independently develop and apply selection criteria and promotion procedures/processes.
Demonstrated success in building effective business partnerships with diverse backgrounds.
Analytical ability/critical-thinking skills to analyze and evaluate data/information/situations, identify and research issues, evaluate the merits of different points of view and present alternatives to ensure management is adequately informed.
Ability to communicate effectively, both orally and in writing, providing clear and timely answers, develop and explain or defend personnel management policy and/or practice, convey persuasive messages that positively influence the thoughts and actions of others and maintain effective working relationships with agency officials, staff of other agencies, other employees, and the public.
Preferred Qualifications
Bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior.
Knowledge of the State's personnel system (laws, rules, administrative procedures, MMB policy/procedure, bargaining agreements, etc.), and Merit System standards, principles, and prohibited personnel practices.
Human Resources experience in a union environment.
Experience providing lead work direction.
