The Infrastructure Program Specialist position in the Homelessness, Housing, and Support Services Division provides policy, technical assistance, training, and operational support to several housing infrastructure programs focused on community-based living and housing stability: the Community Living Infrastructure state grant, Housing Access Services state grant, Housing Benefits 101 Places (https://mn.hb101.org/places.htm) , and Housing Support inter-governmental agreements. This position also supports the functions and mission of the Transitions, Tribal, and Transformations Division through their Moving Home Minnesota and Moving Home Minnesota Tribal Initiative federal demonstration grants. The person in this role partners with the Infrastructure Lead to support county and Tribal agencies as they develop and implement local or regional pathways, tools, expertise, and activities that help people connect to existing housing stability resources.

This position will help identify needs, assist in developing solutions, and provide training and technical assistance to internal and external government and housing service provider partners. The individual closely collaborates with partners and Infrastructure Lead to develop, implement, and report on new data sets to demonstrate evidence-based outcomes to the state legislature and Congress. The individual will, through partner connections and reporting, identify and document human services structure system gaps and service needs. This may include supporting our partners in grant writing, as well seeking additional funds through local, state, federal, private grants, et cetera, to support successful housing outcomes.

Responsibilities include, but are not limited to:

  • Support the development, implementation, and programmatic oversight of Community Living Infrastructure grant funds to counties and tribes across the state.

  • Support infrastructure program monitoring, reporting, and compliance activities.

  • Provide technical assistance, education, and training to develop housing infrastructure within county and tribal human service systems.

  • Provide technical assistance, education, and training to counties, tribes, and Housing Support providers using HB101 Places, a real-time openings website for Housing Support program openings.

  • Support development of successful transition strategies and protocols to support Minnesotans transitioning from housing insecurity/homelessness and institutional to community-based settings.

Minimum Qualifications

Three (3) years of working experience supporting housing program development or management for a public assistance program.

Experience must demonstrate:

  • Understanding of the systemic causes of homelessness, the importance of housing stability, and the broad array of supports and services associated with supportive housing interventions.

  • History of working with people with disabilities and disabling conditions as they navigate housing and support systems.

  • History of supporting eligibility and access to one or more of the following programs administered by the Homelessness, Housing, and Support Services Division (HHSSD) or Moving Home Minnesota: Housing Support (GRH), HB101 Places, Housing Stabilization Services, Housing Access Services, Community Living Infrastructure Grant, or Relocation Service Coordination.

  • Understanding of eligibility and access to adult income support programs (General Assistance, Emergency General Assistance, Housing Support, and Minnesota Supplemental Aid) and the role they play in Minnesota’s human services and community health delivery systems.

  • Familiarity with how county and/or Tribal government agencies provide services to people experiencing housing instability or homelessness in their communities.

*Bachelor's Degree in social work, public policy, public administration or a related field may substitute for one (1) year of work experience.

Master’s Degree in social work, public policy, public administration or a related field may substitute for two (2) years of work experience.**

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Detailed understanding of the supportive housing landscape that people experiencing homelessness or housing instability are navigating, including a working knowledge of other local, state, federal, and/or philanthropic housing and service resources.

  • Experience and comfort discussing the systemic causes of homelessness, the importance of housing stability, and the broad array of supports and services associated with supportive housing interventions.

  • Experience with and understanding of the funding sources that county and Tribal agencies access to ensure services for people in their communities, including understanding of how resources can be braided together.

  • Experience leading grant applications and/or coordinating a Request for Proposal process.

  • Knowledge of contract and grant management along with basic public budget and finance principles.

  • Experience developing or implementing changes to human services programs and operations.

  • Exceptional human relations and communication skills that allow clear professional communication and the ability to respond openly to requests and concerns.

  • Skill in effective prioritization and continued forward movement in a context with multiple competing priorities and stakeholders.

  • Experience providing clear communication to a broad range of audiences, including presenting effective online and in-person training materials.

  • Experience with planning, managing, and facilitating meetings; identifying issues, drawing out opinions, ideas, and concerns, and facilitating consensus.
