Under the direction of the Health Equity Performance and Research Section leadership, the Research Analyst Specialist Senior serves as a recognized health equity science and data expert with statewide impact. This position is responsible for researching, developing and executing complex, highly technical health equity studies, including data collection and management for both new and existing programs. The specialist plays a critical role in areas with little or no procedural precedent, supporting the creation and implementation of models, frameworks, and methodologies that influence bureau, agency, and statewide policies and evaluations.

Key Responsibilities:

  • Research, develop and execute complex health equity studies with agency-wide impact.

  • Lead data collection, management, and quality assurance for health equity programs.

  • Support the design and implementation of policy-influencing models, frameworks, and methodologies.

  • Provide technical assistance and disseminate research findings to enhance decision-making and long-term planning.

  • Ensure the integration and application of equity research to improve health outcomes for underserved communities.

This position may have the option of teleworking based on the business needs and manager discretion. Commuting to the St. Paul office and other MDH office locations across the state may be required. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Minimum Qualifications

  • Three years of experience providing support in public health-related data management and analysis.

  • Experience using statistical computing software such as SAS, SPSS, STATA or R, and data visualization software such as Tableau.

  • Experience working with quantitative and qualitative data.

  • Experience communicating evaluation and research findings.

Qualifications to be further be assessed during the interview process:

  • Ability to research scientific literature to apply appropriate statistical methods for analysis and report writing for publication.

  • Ability to determine the appropriate analysis methods, identify problems, and develop and implement solutions to complex problems.

  • Ability to work with and make presentations with diverse communities.

  • Analyzing health data through a health equity lens.

  • Ability to conceive, organize and carry out research projects independently.

Preferred Qualifications

  • Knowledge of health equity and key related concepts including health disparities, health inequities, and structural inequities, including structural racism.

  • Ability to apply a culturally competent perspective and approach to evaluation and research practice.

  • Knowledge of public health issues, Minnesota's public health system, roles and functions of local government, and the Local Public Health Act.
