The Minnesota Department of Health (MDH) is expanding our role in monitoring the health care market. Help chart the course by supervising the Health Care Provider Market Oversight & Analysis unit and serve as the subject matter expert for other health policy discussions or initiatives related to health care provider economics and health care market consolidation.

Primary responsibilities include:

  • Direct the research, analysis and publication of findings pertaining to trends in utilization, service availability, and finances of health care providers in Minnesota’s health care market.

  • Lead the conduct of research activities by performing public interest reviews under MN Statutes 144.552.

  • Direct the refinement of data collection and data analysis under MN Statutes 145D.02.

  • Develop and guide legislative studies related to Minnesota’s health care provider market.

  • Direct the review of health care transactions within MDH and in collaboration with the Attorney General’s office.

  • Build, supervise, and mentor a team of four or more professionals. Collaborate with subject matter experts and contracted vendors to support comprehensive research and analysis.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Occasional in-person meetings at the downtown St. Paul location are required.

Minimum Qualifications

  • Four (4) years* of experience in public health, economics, or health services research that include the following:

  • Researching, analyzing, and publishing of findings pertaining to trends in utilization, service availability, and finances of health care providers;

  • Reporting on key metrics to a variety of stakeholders;

  • Evaluating health care organizational structure and/or financing.

AND

  • Demonstrated leadership experience which may include:

  • Experience as a supervisor, leadworker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4, Everyday Leaders);

  • Completion of a similar or equivalent leadership development program through another organization;

  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Gorup (ERG). This experience must include: 1+ years identifying issues, goals and strategic actions, AND 100+ hours/year time commitment.

*A related master’s degree may substitute for eighteen (18) months of experience; bachelor’s degree may substitute for twelve (12) months of experience; and associate’s degree may substitute for six (6) months of experience.

Qualifications to further be assessed in the interview process:

  • Human relations and communications skills sufficient to achieve effective working relationships with the agency, the public, and policymakers.

  • Extensive knowledge of the rules and laws governing legal, confidential, and protected data.

Preferred Qualifications

  • Experience assessing or researching the public interest of transactions between health care entities.

  • Working knowledge of state and federal regulations related to mergers and anti-trust, and initiatives aimed at health care market oversight.

  • Experience with Minnesota’s health care market structure.

  • Working knowledge of hospital financing and accounting principles.
