This position serves as the budget director for the DHS Health Care Administration (HCA). This position is responsible for HCA’s strategic and tactical fiscal leadership. The incumbent will also serve as the primary liaison to HCA's executive leadership with BAD/CFO in the management of the $17 billion Medicaid program Budget.
This position exists to:
· Direct all work pertaining to the annual HCA administrative budget.
· Direct MHCP program budget work for HCA.
· Serve as a member of HCA’s senior leadership team, and as a consultant, planner and decision maker for issues requiring finance expertise.
· Manage HCA budget team; and
· Perform other duties as assigned.
Minimum Qualifications
Professional leadership or supervisory experience
Two (2) years of health care finance and budget management for a government agency, non-profit or health care accounting setting
Managerial and resource management experience relevant to managing policy-based business operations
Interpretation of state and federal level policies impacting health care programs, policies, health care purchasing strategies, and operations
Knowledge of the legislative process and how budgets are set at the state level.
Preferred Qualifications
Master’s in Business Administration or Public Policy;
Experience with state or local government accounting systems;
Experience and knowledge of Minnesota Health Care Programs, including Medical Assistance and MinnesotaCare;
Extensive resource and project management experience;
Experience with the SWIFT accounting system used by the State of Minnesota.
Variety of experiences working effectively with others from different backgrounds and cultures
