The Office of Grants Management (OGM) works in partnership with more than 30 state agencies and organizations to standardize, streamline, and improve state grant-making practices and increase public information about state grant opportunities.
This new position will manage the Department of Administration's portfolio of state-issued grants to dozens of organizations throughout Minnesota and includes providing grants management support and oversight during the lifecycle of a grant. The position will develop Requests for Proposals, oversee grantee-selection, approve work plans and budgets, monitor grantees, and provide technical guidance to grantees, many of whom are new to state government and may need extra technical assistance and support in understanding and complying with grant requirements. The position will also research grants management best practices and develop training and other resources to support grantees.
To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. At present, this position will have the option to telework with expectations to work onsite a minimum of one (1) day a week in concert with the OGM team and on other occasions as requested by management to meet business needs. The hybrid arrangement and frequency of onsite work may be subject to change. Completion of a telework agreement will be required.
Minimum Qualifications
Two (2) years of experience in grants management or grants compliance.
Knowledge and understanding of the principles of grants administration or grants management from pre-award through grant close-out.
Knowledge of generally accepted accounting principles and basic grant financial practices and procedures.
Experience developing, conducting, and/or facilitating trainings and educational presentations.
Strong analytical skills and ability to analyze and interpret laws, policies, rules, regulations, and procedures.
Strong communication skills (written and oral), including the ability to make presentations to groups.
Excellent computer skills, including proficiency with Microsoft Outlook, Word, PowerPoint, Excel, and Access.
Preferred Qualifications
An Associate's degree or higher in public policy, business administration/management, nonprofit management, or related field.
Knowledge of Minnesota's Legacy (https://www.legacy.mn.gov/) grant requirements and the Minnesota Department of Administration’s Office of Grants Management policies (https://mn.gov/admin/government/grants/policies-statutes-forms/) .
Experience with Foundant or other grants management software.
Grants management and/or grants compliance experience in the public sector.
Exceptional interpersonal skills and the ability to work collaboratively with colleagues and stakeholders.
Experience working with culturally diverse groups and organizations in grants management.
Experience drafting, publishing, and managing grant Request for Proposals.
Experience applying internal control principles.
