In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity.
Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This position and its team are scheduled to move to DCYF in July of 2025.

Title IV-E Fiscal First Prevention Services Act Grant Accountant : In this position you will provide financial management resources to the Department Human Services (DHS) regarding the Title IV-E foster care Family First Prevention Services Act (FFPSA) regulations and implications. You will serve as the department resource regarding Title IV-E and the subsequent changes to claiming and reimbursement as a result of the FFPSA.
This position supports the fiscal policy expertise and analytical resources to the division for the federal Title IV-E Foster Care and Adoption Assistance programs. This position will provide oversight to maintain the integrity of the department’s Title IV-E claiming; conduct and execute analysis of new/proposed legislation and other complex issues regarding the operational and fiscal components of current and new claiming opportunities for the state, counties, tribes, and other local entities; act as a consultant to DCYF staff and management; prepare and submit Minnesota’s Title IV-E federal quarterly statewide claim; and prepare expenditure reporting and analysis as needed by policy and financial operations management.
Minimum Qualifications

3 years of professional accounting or financial experience. Experience must demonstrate:
Expertise in federal regulations and law relating to administrative maintenance reimbursement and claiming.
Knowledge of federal grant management.
Knowledge of federal administrative claiming methodologies and cost allocation plans.
Skills in analysis and comprehensive reporting.
Experience interpreting and analyzing fiscal data, reports, and records.
*A Bachelor’s degree in Accounting may substitute for one (1) year of professional experience.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Knowledge of Title IV-E federal regulations.

Experience applying accounting principles (GAAP) and practices sufficient in creation of various financial statements and reports
Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies
Experience using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions
Communication skills that demonstrate the ability for clear and persuasive presentations to both internal and external audiences, including written and verbal skills to train other staff, answer questions, and provide accounting guidance
Ability to plan, organize, and successfully manage competing priorities
