The General Counsel serves as the focal point for all BMS legal matters and issues and serves as the chief legal advisor to the Commissioner and Deputy Commissioner. This position oversees all functions of the BMS Representation Section and provides legal advice. The position is responsible for the development and implementation of strategies to effectively coordinate and integrate the agency's legal services and compliance activities to achieve agency objectives . This position coordinates and consults with the Attorney General's Office (AGO) and other internal and external partners regarding legal matters and activities.
Responsibilities include:
Participate in and support the overall management of the Bureau, including budget, staffing, personnel actions, professional development, and policy updates.
Provide overall management to the Representation Unit in order to assure that the activities of the unit are in keeping with sound public policy and within applicable laws, rules, and agency policies.
Provide input on legislative activities for the agency. Assist with the establishment and maintenance of Bureau Administrative Rules, Policies, and Procedures.
Perform Mediator duties, as assigned.
Serve as acting Deputy Commissioner in the Deputy Commissioner's absence.
Work may involve considerable travel, including overnight. Employee may be expected to work long and irregular hours in settling disputes.
Minimum Qualifications
Five (5) years of direct advanced professional experience in labor relations with three (3) years as a licensed attorney in the State of Minnesota.
Thorough knowledge of collective bargaining procedures and principles, including labor grievances and contracts
Thorough knowledge of relevant state and federal labor statutes, rules, policies, and regulations
Applicants who meet the above will be further assessed on the following:
Ability to independently design and execute problem solving interventions to assist clients in reaching a consensus-based resolution.
Excellent interpersonal and communication skills (writing and oral)
Strong human relations skills and the ability to independently maintain control of the environment, personalities, and process during mediation and representation meetings.
Ability to work long and irregular hours and travel extensively, including overnight
Preferred Qualifications
· Experience managing personnel in a professional setting.
· Experience in the preparation of administrative hearing cases as an advocate in such proceedings
· Completion of Administrative Law Judge training from the National Judicial College
· Experience preparing and/or presenting technical labor relations training materials.
