The Financial Management Division within the Minnesota Department of Health (MDH) is looking for an Assistant Division Director who will work collaboratively with the Division Director – Chief Financial Officer to ensure that finance activities are meeting their goals and operating within the parameters of applicable federal and state laws and rules and agency mission and strategic plan expectations.

This position exists in a collaborative relationship with the Division Director to ensure appropriate stewardship of MDH financial resources through centralized agency budgeting, budget and financial analysis and trend planning for agency operations and receipts, indirect rate setting and management, oversight of financial reporting for federal grants, and related financial training and transparency efforts. The Assistant Division Director provides support to the Division Director regarding the management of the division’s sections and operations. The Assistant Division Director has responsibility for division policy development and analysis, continuous improvement and change management efforts, and information resource management.

Work includes primary responsibilities to:

  • Manage the day-to-day functions of the Finance team including staff supervision, budgeting and financial services, and strategic planning to ensure optimal performance and accomplish agency objectives and create performance measures so that services are well developed, efficient, strategic, and of the highest quality and integrity.

  • Develop, manage, own, implement, communicate, and continually improve financial processes, policies, standards, and practices. Ensure strong internal controls exist in all processes.

  • Support the Director’s efforts to direct the activities of supervised work units to assure the overall effectiveness and consistency with statutory mandates and department objectives and to assist the Director and division managers and supervisors with performance management issues.

  • Serve as division budget coordinator.

  • Lead and manage the provisions of quality service and products from the financial management staff to customers, ensuring high level customer experience and quality service in functional areas to all managers and supervisors.

  • Ensure that the division achieves an acceptable level of readiness in the planning for and recovery from emergency events so that the public, first responders, and recovery personnel are protected.

This is a hybrid telework position that may require in-person meetings as well as in-office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion.

Minimum Qualifications

Four (4) years of progressively responsible public/governmental management experience in accounting, auditing, budgeting, and/or financial reporting; sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances. This experience must include the following:

  • Interpreting state and federal regulations, statutes, policies, processes, standards, and principles and accounting and budget principles sufficient to perform the job duties effectively.

  • Experience with financial/fund/account statements and certifications, and indirect cost plans.

  • Continuous improvement and change management leadership over financial management processes.

AND

Demonstrated leadership experience. Demonstrated leadership experience may include any of the following:

  • Experience as a supervisor, team lead, lead worker, OR project lead*

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

  • Completion of a similar or equivalent leadership development program through another organization.

  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:

  • 1+ years of identifying issues, goals, and strategic actions

  • 100+ hours per year time commitment

(*A project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment. Projects are efforts with defined phases where a combination of organizational resources including a pre-determined budget are pulled together toward a specified objective. These efforts are usually discontinued once the project is completed.)

A degree in public accounting, financial management or closely related degree may substitute for experience as follows: Doctorate degree may substitute for two years of experience; master’s degree may substitute for 18 months of experience; bachelor’s degree may substitute for one year of experience; associate degree may substitute for six months of experience.

Preferred Qualifications

  • Three (3) years of previous managerial or supervisory experience, including to coordinate and direct subordinates, peers, and supervisors in team setting.

  • Knowledge of Statewide Integrated Financial Tools (SWIFT), Budget Planning and Analysis System (BPAS), and the Appropriation Maintenance Application (AMA).

  • Experience with state-level budget reporting, such as the Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), Governmental Accounting Standards Board (GASB), and other forms of financial reporting.

  • Extensive high-level financial management analysis and presentation experience, including use of data visualization tools.
