The Office of the Minnesota Attorney General is currently seeking a Financial Analyst in the Residential Utilities Division of the Office.
Financial Analysts in the Residential Utilities Division (RUD) work closely with the division manager and attorneys on contested rate cases, public utilities proceedings, civil investigations, and other matters that advance the interests of residential and small business utility customers. The position involves the preparation of written testimony, comments, and analysis supporting colleagues’ cases. RUD Financial Analysts support investigations and cases litigated by attorneys, take primary responsibility for certain matters where appropriate, and serve as expert witnesses in contested case proceedings. Financial Analysts should understand and implement the mission of the Attorney General’s Office and be dedicated to public service.
A successful candidate in this position will be able to:
Support and collaborate with attorneys on contested cases and other matters such as:
Reviewing and analyzing rate case filings to identify potential issues for the division
Drafting and/or serving written testimony and discovery, as well as reviewing and providing feedback and supporting analysis for briefs, comments, and other written work
Analyzing and synthesizing data into reports for attorneys as needed
Conducting research on utility practices, financial issues, and legislation
Take primary responsibility for Public Utilities Commission (PUC) matters within the financial analyst area of expertise such as:
Reviewing utility filings and staying current on utility developments to identify possible matters for RUD to be involved in
Drafting written comments
Attending PUC agenda meetings to support attorneys
Summarizing positions and providing updates to the division manager and leadership
This position is eligible for a hybrid work environment.
Minimum Qualifications
Bachelor’s degree, preferably in an accounting, finance, economics, engineering, or related fields
At least 2 years work experience in accounting, finance, economics, engineering, or related fields (Additional education can substitute for work experience)
Knowledge of or willingness to learn:
substantive subject matter and accounting rules and procedures
investigative techniques, methods, and procedures
Skill in:
organization, planning, attention to detail, and initiative to handle multiple caseload assignments concurrently
excellent verbal and written communications
intermediate to advanced proficiency with spreadsheets (Microsoft Excel)
Demonstrated ability to:
compile and summarize data and prepare records or reports in a clear, logical, and objective manner that requires minimal editing.
organize, review, analyze, and summarize large amounts of information
develop and maintain strong working relationships, contribute positively to a team and work in a diverse, inclusive, creative, and collaborative work environment
Additional Minimum Qualifications to be considered at the LA8 level include:
Advanced degree in accounting or related fields or equivalent work experience
At least 6 years experience in accounting, finance, economics, engineering, or related fields
Significant knowledge of and expertise in related subject matter
Demonstrated ability to:
lead the work of others with a history of providing training and mentorship
create, implement, and update systems, policies, and procedures
Physical Requirements
- Ability to move and transport such articles as files, laptop computer and resource materials weighing up to 20 pounds
