The position exists to provide financial and administrative analysis and support for the Office of American Indian Health (OAIH) related to delegated responsibilities pertaining to the management of the contracts and grants awarded to Tribal governments, urban American Indian organizations, and other organizations. This position is responsible for fiscal and budgetary analysis to ensure that program funds are appropriately and effectively used, and grantee or contractor financial budgets and invoices are accurate.

Responsibilities include, but are not limited to:

  1. Manage grant and contract management functions, working closely and communicating through normal processes with the OAIH management, other Financial Management Analysts, Grant Managers, and content matter staff to monitor and analyze budgets to ensure that program funds are appropriately and effectively used and that financial budgets are accurate.

  2. Manage the development and administration of the financial management system and internal controls for OAIH program funds so that financial invoices and state payments are in compliance with federal and state requirements.

  3. Design and implement technical assistance and capacity building activities. Work collaboratively with staff to identify fiscal and/or administrative technical assistance needs of funded and other community-based organizations impacted by inequities.

Minimum Qualifications

Two (2) years' experience in Tribal, federal, state or local governmental financial grant and contract management with Tribal governments, conducting the following responsibilities:

  • Skilled in SWIFT software and/or ability to quickly learn and master new software.

  • Proficiency in developing and analyzing financial budgets and reports.

Minimum Qualifications to be assessed during the interview:

  • Technical skills sufficient to develop, review, proofread, and revise reports, printed materials, spreadsheets, PowerPoint presentations and correspondence.

  • Strong communication, organization, time management, and prioritizing.

Preferred Qualifications

  • Experience managing federal and state grants and contracts.

  • Experience in advising others on financial management functions.

  • Customer service skills sufficient to provide courteous, effective, and timely service to clients/customers.

  • Knowledge of American Indian values, realities, and tribal governments in Minnesota.

  • Knowledge of American Indian health systems, health equity and health disparities in Minnesota
