This position exists to supervise the Federal Audits and Investigations Unit in the Office of Inspector General’s Program Integrity Oversight Division.

Responsibilities include but are not limited to the following:

  • Direct and supervise Department of Human Services (DHS’) implementation and operation of the following:

  • Supervise and lead Federal Audits and Investigations (FAI) staff to conduct audits and investigations through contracted vendors and DHS led program integrity oversight functions.

  • Manage and lead various program integrity related audits/reviews, or portions of audits/reviews, conducted by federal and state oversight and regulatory agencies to assure the State Medicaid Agency’s compliance with rules and regulations, protecting public funds, meeting agency goals, and highlighting best practices.

  • Lead other activities and projects as assigned by the Medicaid Program Integrity Manager, Program Integrity Oversight Division.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

Four (4) years of Medicaid program integrity related experience ensuring investigatory compliance with state and federal regulations and guidelines.

Experience must demonstrate the following:

  • Ability to design, develop, update or direct protocols to manage provider audits and OR investigations.

  • Directing and/or implementing corrective action plans of employees or contracted vendors.

  • Identify legal issues in contract oversight, investigations, and program compliance with state and federal law.

  • Technical Writing Skills:

  • Direct, prepare, transmit, communicate, and deliver factual, legal, technical, and data-based information requested by auditors/reviewers from various regulatory agencies.

  • Review, direct, correct, prepare written reports summarizing investigative/audit activities conducted by others.

Preferred Qualifications

  • Knowledge of the Minnesota Health Care Programs (MHCP), provider services, and state statutes, rules, and policies pertaining to delivery of services to MHCP recipients through MCOs and the State Medicaid Program.

  • Knowledge of the Unified Program Integrity Contractor (UPIC) and Recovery Audit Contractor (RAC) programs within the State Medicaid Agency.

  • Understand the State’s role in administering Medicaid to assure compliance with federal mandates.

  • Ability to utilize technical skills to analyze data and make logical recommendations, ability to review technical documents supporting Medicaid investigations/audits and providing concise and consistent feedback to unit staff.

  • Knowledge of investigative techniques, auditing functions, and basic knowledge of medical coding and processing of claims as submitted by MHCP enrolled providers.

  • Knowledge of Federal oversight authority of Medicaid program, as it relates to both fee-for-service and MCO.

  • Manage quick and timely responses to all levels of DHS and external staff with program integrity related inquiries.

  • Understand, develop, persuade, motivate, collaborate with and lead others.

  • Excellent written and oral communication skills

  • Variety of experiences working effectively with others from different backgrounds and cultures.
