The DNR is seeking to fill one (1) Facilities Leasing & Policy Coordinator at our central office in Saint Paul, MN.

This position exists to administer the DNR facilities leasing program, coordinate DNR residence leases and update and develop policies and procedures for the Buildings and Sustainability program.

The types of facilities include office, storage, radio towers, boat slips, hangars, and airport land to support DNR aviation needs. The position works within the Operation Services Division (OSD) and works closely with DNR residence tenants and residence owning divisions, Department of Administration (ADM), landlords, and sub-lessees including other state agencies, local governmental units, and non-profit organizations.

Responsibilities include but are not limited to:

  • Administer DNR statewide facility leasing program for leases, licenses, and intergovernmental agreements for building space, radio towers, airport space, and subleases of DNR space. Coordinate requests for new leases and process through lease execution. Ensure timely lease renewals and terminations.

  • Initiate, coordinate, and track leases to execution between the DNR and employees by coordinating with Lands and Minerals (LAM), the custodial division and the tenant to ensure proper administrative steps are followed. Calculate the rates for residential leases. This position is responsible to coordinate the lease process from move-in to move-out. This position serves as a resource for custodial divisions in the overall management of the lease specifications and parameters.

  • Provide technical support to DNR facility policy owners including facilitating policy, creation, updates, rescissions, and related communications.

  • Special projects and other duties as assigned.

This position may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. This position may require reporting to the primary work location on an occasional basis for meetings, training, onboarding, or as needed by supervisor.

Minimum Qualifications

  • Three (3) years of experience in leasing, business analysis, business management, and/or project management sufficient to administer a statewide facility leasing program and meet numerous project requirements.

  • A bachelor's in leasing, business management, project management or related field may substitute for one (1) year of experience.

  • Knowledge of elements required in facility leases, including the ability to identify and resolve clauses that are unacceptable.

  • Knowledge of accepted principles and practices of commercial leasing.

  • Database management skills sufficient to set up and run queries, review, and analyze data, and identify problem areas in data, formulas, or security.

  • Communication and human relation skills sufficient to work collaboratively across departments, divisions, and sectors to accomplish goals and build strong working relationships.

  • Organizational and project management skills with the ability to direct numerous projects simultaneously.

  • Ability to adapt to continuous organizational and program changes sufficient to work constructively and decisively under pressure, particularly when faced with unexpected deadlines, conflicts, and delays, and manage ambiguity and setbacks.

  • Ability to anticipate, define, critically analyze, and resolve a broad range of complex problems and issues related to facility leases.

  • Ability to read and comprehend contract language, identify inconsistencies and errors, and provide suggestions to reconcile issues.

  • Ability to effectively interpret, communicate, advocate, and apply agency policy.

Preferred Qualifications

  • A bachelor's in leasing, business management, project management, or a related field.

  • Three (3) years of experience in lease management sufficient to administer a statewide facility leasing program and meet numerous project requirements.

  • One (1) year of experience in policy development sufficient to facilitate development of new and update existing polices and processes.

  • Knowledge of Minnesota state enterprise administration and organization, policies, procedures, and laws regarding purchasing and contracting.

  • Knowledge of applicable state statutes and rules.
