This position builds and maintains significant external relationships to advance and enable the capabilities of DHS’ statewide background study system to achieve its purpose, goals, and priorities. This position leads, coordinates, and executes ongoing outreach and engagement activities with enterprise-wide stakeholders, customer-providers, trade associations, and individual end-users. As a liaison, the incumbent cultivates and maintains effective relationships with internal and external audiences that broadens awareness and understanding of background study regulations, requirements, services, processes, and systems. The incumbent plans, develops, and implements strategic initiatives and facilitates thought-leadership opportunities; and will utilize creative approaches to solicit and measure customer-provider and end-user experiences and satisfaction. The incumbent ensures adequate and timely follow-up and responsiveness to inquiries, issues, complaints, and requests. The incumbent is a high contributor and will lead and participate in forums, workgroups, conferences, meetings, and speaking engagements.
Minimum Qualifications
Three years of experience demonstrating:
Expertise in Portfolio and/or Project Management theories, practices and procedures
Ability to Interpret and communicate complex legislation, regulations, and/or policies
Proven skills in relationship building, engagement, and relationship management with public or private sector partners
Excellent written and oral communications, examples to include report writing, process and protocol development and delivery of presentations and public speaking
Preferred Qualifications
Knowledge of the Human Services Background Studies Act, MN Statutes, Chapter 245C
Knowledge of the background study system; or the NETStudy 2.0 system and other office technologies, applications and functionality
Knowledge of state and federal laws and rules pertaining to conducting background studies on persons providing direct contact services in programs licensed or regulated by the DHS or the Minnesota Department of Health
Demonstrated leadership and negotiation skills sufficient to build commitment, cooperation, collaboration, and to resolve conflict
A Bachelor's Degree or higher in Human/Social Services or Public Administration, Public Policy or in a related field
Certified as Project Management Professional or as a Portfolio Management Professional
Proficiency in using computers/technology including, collaborative platforms such as SharePoint, WebEx; and Microsoft applications: Word, Excel, Outlook, PowerPoint, and Access
Variety of experiences working effectively with others from different backgrounds and cultures
