The Prescription Drug Affordability Board (PDAB) is happy to announce that we are hiring an Executive Director. The PDAB offers an opportunity for a mission-driven individual who is a seasoned leader to work with a board that is passionate about addressing one of our most pressing healthcare challenges: making prescription drugs more affordable. As the Executive Director you will provide leadership to staff and represent the Board to the public. Your work will focus on strategic planning, public engagement, and policy while developing and implementing strategic direction for the PDAB.

Provide operational and strategic leadership for the new Prescription Drug Affordability Board. This Board is responsible for making sure that Minnesotans can afford their prescription drugs. This includes reviewing prescription drug costs and spending levels, setting upper payment limits, and identifying other strategies to control costs. This position is charged with managing the Board and coordinating interactions with the PDAB Advisory Council. The position is responsible for daily management through the life cycle of the program. Position will oversee two direct reports who focus on the finance, data, and operations of the program. Position is responsible for all PDAB-related deliverables, budget management, staff management, data tracking, analysis, and program implementation.

Minimum Qualifications

  • 5 years strategic leadership experience, supervisory, management experience

A bachelor's degree in the areas of Pharmacoeconomics, Pharmacy, Pharmacology, Health Policy, Health Services Research, Medicine or a closely related field can be substituted for one (1) year of experience. An advanced degree in Pharmacoeconomics, Pharmacy, Pharmacology, Health Policy, Health Services Research, Medicine, or a closely related field can be substituted for eighteen (18) months of experience.

  • Demonstrated skill in establishing and maintaining effective professional relationships with all levels of management, governing boards, and health care stakeholders.

  • Experience with business and regulatory issues that affect prescription drug availability and affordability to patients and to the state health care system, as well as to health care providers, pharmacies, pharmacy benefit managers, wholesalers, the pharmaceutical industry, and other relevant parties.

Preferred Qualifications

  • Advanced degree in Pharmacoeconomics, Pharmacy, Pharmacology, Health Policy, Health Services Research, Medicine or closely related field

  • Experience as a subject matter expert in a relevant field with knowledge and demonstrated expertise in Pharmacoeconomics, Pharmacy, Pharmacology, Health Policy, Health Services Research, Medicine or related discipline.

  • Experience in advising or working with state governmental entities such as the Governor's Office, the Office of the Attorney General, the Department of Health, Department of Commerce, Department of Human Services and the State Legislature.

  • Established skills and experience with setting organizational objectives and philosophy, conducting strategic planning, effective organization management and administration, insightful issue identification and problem solving, efficient contract and negotiating skills, and performance compliance and evaluation.

  • Communication skills, both oral and written, and experience presenting to wide variety of audiences.

  • Ten or more years of senior management experience that includes demonstrated ability to organize, implement, facilitate, manage change, and supervise personnel including the ability to recruit, motivate, lead and retain staff.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
