The Office of State Procurement (OSP) (https://mn.gov/admin/osp/) oversees $2.1 billion in goods and services purchases annually. The division offers volume discounts to state agencies and local units of government through 1,600 enterprise contracts and the two (2) largest multi-state cooperative purchasing programs in the nation. The team also oversees vendor relations for the state and administers business development programs that help economically disadvantaged and legislatively targeted companies do business with the State. This supervisory position works in the Operations Service section.

In this position, you will supervise the Statewide ERP (SWIFT) Procurement Support Team. Primary function is to maintain and enhance the State’s ERP system so that it meets the needs of the State, public and vendor user communities.

You will supervise a team of professional staff to provide effective procurement module management, functional analysis, and business process design, along with testing of system upgrades, changes, and enhancements to the procurement modules in SWIFT. As system module experts, this team provides assistance and training to State agencies, vendors, and other users to optimize their use of the procurement modules in meeting the user’s processing and reporting needs.

To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. At a minimum, two (2) onsite days per month will be required. Completion of a telework agreement will be required.

Minimum Qualifications

  • Four (4) years of experience working with enterprise software maintenance and support for ERP Procurement Modules, similar ERP software, or closely related experience.

  • Experience in a supervisory, project manager, or functional team lead role demonstrating the ability to delegate, monitor work performance, motivate, engage, and execute program goals.

  • Comprehensive knowledge of the principles of systems analysis, design, development, and testing.

  • Demonstrated leadership, human relations, and interpersonal skills to work with a variety of stakeholders, customers, and vendors.

  • Proven time management and organizational skills.

  • Effective communication skills to explain complex information to non-technical audiences.

  • Strong analytical skills (qualitative and quantitative) and logical thinking to address intellectual and practical functional and/or technical problems.

  • Commitment to continuous improvement and seeking efficiencies and effectiveness to processes.

Preferred Qualifications

  • Experience working with ERP procurement modules, especially with PeopleSoft FSCM 9.1 or 9.2 Procurement Modules.

  • Experience developing, implementing, and evaluating work plans and meeting long-range objectives.

  • Knowledge of general principles and practices of governmental purchasing and contracting, professional services contracts, or supply (including inventory).

  • Understanding of financial, procurement, administrative, and governmental terminology and processes.

  • General knowledge of laws, rules, and policies governing State purchasing and contracting.

  • General knowledge of government budgeting and financial management processes.

  • Ability to work constructively under pressure.

  • Ability to work independently with minimal supervision and collaboratively as an engaged team member.
