The Enterprise Governance Supervisor works across the Department of Human Services (DHS) in partnership with executive and senior leaders and the leadership of partner organizations that are a part of the Human Services Landscape (counties, Tribal nations, providers, community non-profit organizations, and other stakeholders) to oversee the development and implementation of the governance system. This position provides decision-making coordination and oversight of DHS’s governance system, as well as tactical and administrative direction related to the execution of governance. This position manages agency-wide and externally facing governance related initiatives, including but not limited to the Service Delivery Transformation Governance Model, and the DHS/DCYF Shared Governance Model. The incumbent consults with the Commissioner, Deputy Commissioners, Chief of Staff, and Assistant Commissioners, Directors, and external leaders to develop, promote and maintain high quality outcomes for DHS’s enterprise governance initiatives, Minnesota’s 87 counties, and multi-agency and multi-entity efforts.

Responsibilities include but may not be limited to:

  • Build and maintain key partnerships across the human services system, which includes working with DHS, county, and tribal executive leadership.

  • Partner with others on coordinating, designing, and implementing governance systems that impact both the agency and its partners.

  • Provide guidance to executives across DHS and partnering organizations regarding the successful design and execution of systems of governance, facilitating governance activities, and developing a performance management system to monitor the effectiveness of governance.

  • Oversee staff who work across the Human Services Landscape to develop and implement governance at multiple levels (visionary, strategic, and tactical) as well as working to develop and embed best practice organizational and cultural change practices across the Human Services Landscape.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

Four (4) years of professional work experience in enterprise-wide process improvement, organizational development/effectiveness, performance management, and/or evaluation. Experience must demonstrate:

  • Skills/experience in the following:

  • Governance

  • Organizational design

  • Change management

  • Organization development

  • Program and utilization-based evaluation

  • Performance management

  • Project management with experience in the implementation of large-scale projects across an organization or enterprise.

  • Experience working directly with Senior Executive Leadership.

  • Experience leading the planning of and facilitation of large meetings, and the ability to maintain engagement of participants.

  • Ability to direct governance, organizational design, organizational change management, objective development, continuous improvement, and evaluation to ensure quality standards are met.

  • Leading large, complex improvement or innovation projects.

  • Ability to build teams, develop leaders, effectively utilize staff with applicable expertise and specializations (e.g., change management, organizational development, evaluation, performance management) and maintain effective partnerships.

Preferred Qualifications

  • Have an in-depth knowledge of DHS mission, vision, values, goals, policies and strategic directions, and overall operating procedures to adequately determine how best to measure effectiveness.

  • Knowledge of and experience working in Minnesota’s human services systems, including the roles of counties and tribes, as well as the various roles and relationships with the many service providers.

  • Education/certification in governance, leadership, or organizational design.

  • Graduate degree in organizational development/effectiveness, social work, sociology, psychology, public policy, public health, law, human resources, information technology, or other fields related to human services.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
