The Minnesota Department of Health's Food, Pools and Lodging section is seeking an Engineering Specialist Senior.

Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the unit's operational needs and are subject to supervisory discretion. The location of the position will be determined by the top candidate and will be based out of one of the following district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, Fergus Falls.

Primary Responsibilities Include:

  • Review engineering plans and specifications for public swimming pools and spas and, if necessary, make appropriate recommendations to ensure that public pools and spas are designed in accordance with applicable statutes, regulations, and standards.

  • Conduct inspections of swimming pools or other projects under the jurisdiction of the section to ensure that they are constructed and maintained in accordance with applicable statutes, regulations, and standards.

  • Provide statewide technical expertise in the areas of program administration and program and regulatory development as it relates to the Minnesota Pool Code and Minnesota Rules 4717.0150 to 4717.3957 so that Minnesota's standards, rules, and regulations are implemented and updated.

  • Provide technical support to the staff of the FPLS, consulting engineers, architects, city officials, water operators, and local health agencies related to the Pool and Spa Program so that public health risks are minimized and risk awareness increases.

  • Provide general information to pool/spa owners, the general public on matters relating to public pools and spas, and other environmental health concerns so that public health risks are minimized and risk awareness increases.

Minimum Qualifications

A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience. To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Must have at least five (5) years of experience in the following areas:

  • Reviewing, approving, drafting, or troubleshooting public swimming pool and spa plans.

or;

  • Experience with public swimming pools and spas in the construction, pre-operational and operational phases.

Additional minimum qualifications to be assessed during the interview:

  • Excellent communication skills, including the ability to communicate in a clear, concise, effective manner.

Preferred Qualifications

  • Thorough knowledge of engineering principles of public pools and spas and their operation, including disinfection and filtration systems, recreational features, safety and access equipment, deck and drain construction, plumbing distribution systems, cross-connection control, water treatment, and pool construction.

  • Knowledge in the areas of engineering, chemistry, biological sciences, and public health.

  • Thorough knowledge of applicable Minnesota Statutes and Rules.

  • Ability to recognize, evaluate, and provide solutions for sanitary engineering problems which affect the health of the people of Minnesota.

  • Exceptional human relations and communication skills to communicate with a broad range of individuals from technical experts to the general public.

  • The ability to work under stressful conditions or under pressure where recognition, evaluation, and solutions are required.

  • Registered Sanitarian/Environmental Health Specialist

Physical Requirements

  • Walk long distances.

  • Climb stairs to check installation of water features.

  • Bend over repeatedly to take swimming pool water samples.

  • Navigate tight spaces in equipment rooms.

  • Work in loud and hot environments.
