This position is located at Central Office in St. Paul and has the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office at least once a month.

The Project Development/Environmental Engineer position in the Federal Aid section of the State Aid Division exists to provide oversight of the National Environmental Policy Act process delegated to the Local Public Agencies (LPAs) for projects funded through the Federal Highway Administration. To assist LPAs in developing and processing local road, bridge, safety & enhancement projects that have been approved to use Federal Aid funding. This includes providing technical assistance and training on the Federal environmental review and documentation requirements, review and approval of environmental documents and project design standards, and coordination between Local Agency, Federal Highway Administration staff and MnDOT Office of Environmental Stewardship.

Minimum Qualifications

Licensure as a professional civil engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID). If obtaining licensure through comity (reciprocity), a practice pending letter from AELSLAGID must be provided to MnDOT HR prior to starting employment.

AND

  • Three years of experience as an Engineer Senior or equivalent in the following areas:

  • Experience interpreting and applying environmental requirements, federal regulations, and design criteria and standards to projects.

  • Experience creating, reviewing, or implementing National Environmental Policy Act documents including project memos, categorical exclusion documents, environmental assessments, or environmental impact statements.

Preferred Qualifications

  • Experience with State Aid Rules and the Delegated Contract Process as it applies to local agencies awarded Federal Aid transportation funds.

  • Experience with a local public agency or consultant for local public agency.
