Join the Office of Vital Records (OVR) with the Minnesota Department of Health (MDH) as an Education Coordinator where you will take the lead in shaping and advancing our statewide vital records education and outreach initiatives. In this role, you will guide a dedicated team to design, implement, deliver, and evaluate comprehensive training programs that ensure our staff and partners meet legal and operational requirements associated with registering births, deaths, and fetal deaths; and issuing certificates from records with excellence. Primary responsibilities include:

  • Lead and coordinate the work of the OVR education and outreach team.

  • Develop, implement, and evaluate OVR’s statewide vital records education and outreach services.

  • Create, coordinate and present in person and virtual trainings.

  • Coordinate and support the needs of the education team to provide timely, targeted outreach and customized training to address and correct facility data collection and reporting challenges, security, data quality concerns, programmatic improvements or goals, and other topics.

  • Consult with subject-matter-experts and section leadership to advance and modernize OVR’s educational services and support.

The Office of Vital Records is a hybrid work environment. This position has the option for telework and will require in-person meetings with external partners as well as in-office work at MDH's downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion.

Occasional statewide travel (up to 10%) is required to attend conferences, events, meetings, and in person trainings.

Minimum Qualifications

  • Two (2) years of experience* planning, creating, and delivering in person and virtual training for adult learners.

  • Experience creating and maintaining an outreach plan to engage, inform, and update partners.

  • A related master’s degree may substitute for eighteen (18) months of experience; bachelor’s degree may substitute for twelve (12) months of experience; and associate’s degree may substitute for six (6) months of experience.

Qualifications to further be assessed during the interview process:

  • Ability to clearly communicate regulations and complex information using plain language, both verbally and in writing, to diverse audiences.

  • Proficiency with the latest tools and platforms used in training and development and demonstrated ability to adapt to new technologies and strategies as they emerge.

  • Demonstrated ability to effectively track and report on progress and completion of training modules, including using relevant software or tools for monitoring and analytics.

  • Knowledge of quality improvement activities to track educational success and identify areas for improvement.

Preferred Qualifications

  • Experience in leading educational initiatives or teams, and a track record of successful project management and strategic planning.

  • Experience supporting leadership with data-informed and evidence-based recommendations necessary for strategic planning, modernization, and operation of a high-performing office.

  • In-depth knowledge of vital records systems, including familiarity with the MR&C system and related technologies, and experience in implementing compliance and modernization efforts.

  • Experience conducting training on government programs, services, and/or procedures.

Physical Requirements

  • Transporting signage, handouts, and other conference or promotional materials. A cart is available to assist.

Additional Requirements

  • This position requires successful completion of a background check and employment reference check.

  • This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
