Join a mission-driven team within the Minnesota Department of Health (MDH) and contribute to protecting, maintaining, and improving the health of all Minnesotans. The Emergency Preparedness and Response Division is looking for an Education and Exercise Planner to further preparedness by planning, facilitating, and evaluating exercises; planning and delivering preparedness-focused training; and to serve as a subject matter expert in the use of the Incident Command System.

Working as an Education and Exercise Planner you will:

  • Work across the agency and with local and tribal partners to further preparedness.

  • Assist with strategic planning.

  • Prepare written reports.

  • Develop and deliver presentations for the achievement of the Public Health Emergency Preparedness Capabilities and further response readiness.

This is a hybrid telework position that may require in-person meetings as well as in-office work in the downtown St. Paul location. Telework will be based in the business needs of the unit and is at supervisor discretion.

Minimum Qualifications

Three (3) or more years of experience working in an area related to emergency preparedness and response. Experience must include:

  • Planning, conducting, and/or evaluating emergency preparedness, - and response trainings and exercises.

  • Proficient in computer software programs such as Microsoft Word, Excel, TEAMS, and email and calendaring software.

Minimum Qualifications to be assessed during the interview process:

  • Interpersonal skills sufficient to initiate and foster new organizational partnerships to achieve program goals and objectives.

  • Knowledge of the public health system in Minnesota.

A degree in a closely related filed may substitute for experience as follows: A doctorate degree may substitute for two years of experience; master’s degree may substitute for 18 months of experience; bachelor’s degree may substitute for one year of experience; associate degree may substitute for six months of experience.

Preferred Qualifications

  • Experience working at a local, state, federal, or non-profit public health agency.

  • Experience responding to emergencies within the Incident Command System (ICS) structure.

  • Experience working across departments, divisions, or agencies.

  • Knowledge of the Federal Emergency Management Agency’s (FEMA) Homeland Security Exercise and Evaluation Program (HSEEP) and/or Continuous Improvement Process (CIP).

  • Knowledge of the Public Health Emergency Preparedness (PHEP) capability-based planning and exercising.

  • A bachelor's or master's degree in public health, emergency management, or related field.
