In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

As Early Learning Services (ELS) Data Manager, you will independently conduct complex research and data analysis activities for Early Learning Services at the Department of Children, Youth and Families. This position will support the Early Childhood Special Education (ECSE) team and the Early Learning Services (ELS) Division with high quality, accurate, relevant and timely quantitative analyses, data reporting including the creation of meaningful data displays and support districts to understand and maximize revenue streams specific to early learning in order to build capacity for inclusion and mixed delivery service models. This position will also build capacity among local program administrators to use data to build capacity and enhance quality. This position will also be the DCYF Early Learning Data Coordinator for the Early Childhood Longitudinal Data System (ECLDS), providing data upload oversight and agency representation to ECLDS governance as well as a bridge between ELS and the work of the ECLDS.
This position will be expected to understand technical design of data warehouse systems, identify issues and opportunities to enhance data linking and reporting, and is responsible for both detailed and high-level problem solving, data analysis, and data extraction.
Responsibilities include:
Manage, develop, implement and document measurement and reporting processes and protocols using all available early learning data sets.
Conduct statistical analyses on ELS data sets aligned to research initiatives, state and federal reporting requirements and state and program impact measurement efforts.
Develop processes for aligning data-driven decision making (DDDM) resources and supports with policy initiatives in collaboration with early childhood staff at state and local levels.
The incumbent will be the MDE Data Coordinator for the Early Childhood Longitudinal Data System (ECLDS), providing data upload oversight and agency representation to ECLDS governance as well as a bridge between ELS and MDE and the work of the ECLDS.
Actively participate in the collaborative planning and implementation of Early Learning Services Division initiatives to assure success for young children with and without disabilities.
Minimum Qualifications

Three (3) years of advanced professional research experience in education, public policy or social sciences that demonstrates:
Experience using programing language/computer coding for database querying, data manipulation, and/or statistical analysis (e.g., including but not limited to SQL, R, SPSS, STATA, SAS, etc.)
Experience with data analysis, data manipulation, data transformation and interpretation, and modelling
Report writing and oral presentation of analysis and research results
Experience with data visualization software (e.g. Tableau, Power BI)
Preferred Qualifications
- Bachelor’s or a Master’s degree in education, public policy, social science, mathematics or related discipline.
Experience with:
Data stored in complex relational-based data warehouse systems, such as SQL
Managing relationships with customers
Early childhood, especially Early Childhood Special Education, research or policy
Project management
Training and coaching staff
Engaging in process improvement work
Variety of experiences working effectively with others from different backgrounds and cultures
