The Director of Budget and Risk Management reports to the Drivers and Vehicle Services (DVS) Director and is responsible for developing and implementing a strategic direction and key performance indicators for budget management and planning, as well as risk management and mitigation for all DVS activities at both state and federal levels. DVS has critical partnerships with several regulatory authorities to include but not limited to: Minnesota Management and Budget, Office of the Legislative Auditor, MN Department of Administration, Minnesota Department of Revenue, Minnesota Attorney General’s Office, Minnesota IT Services, U.S. Department of Homeland Security, Social Security Administration, National Highway Traffic Safety Administration, Federal Motor Carrier Safety Administration. In addition to regular communication and reporting to these regulatory authorities, DVS also provides substantial reporting to the Minnesota Legislature. This position will provide leadership when engaging with regulatory authorities and will oversee proactive prevention of risks, as well as reporting and corrective actions as they are identified through audits and findings. This position coordinates and directs large, complex, risk mitigating programs and processes to ensure the DVS compliance and risk mitigation posturing. In addition to external parties, this position will represent the division with internal divisions: Office of Traffic Safety, FAS, Office of General Counsel, and Commissioner’s Office.

In addition to division-wide budget and risk management, the Director of Budget and Risk Management will directly oversee and support DVS financial programs including budget management, revenue projections and monitoring, purchasing, grants management, and cashiers; human resources and training; scanning and printing, data practices and legislative support.

Minimum Qualifications

Three* (3) years of advanced supervisory or managerial experience. Advanced supervisory or managerial work experience must include the following:

  • Strategic planning, leading administrative services and providing customer-centric delivery of services

  • Fiscal and or budgetary responsibility

  • Regulatory compliance (Federal/State)

  • Change management leading to process improvement and modernization

  • Ability to work cooperatively with individuals from diverse backgrounds and underserved communities and develop a culture of leadership at all levels

In addition, candidates must include demonstrable knowledge, skills, or experience in the following:

  • Leadership, organizational and interpersonal abilities to manage, develop and mentor a high performing team

  • Project management, goal setting, data-driven decision making and continuous improvement

  • Ability to interpret and comprehend Minnesota state statutory language and interpret state and federal laws in order to apply to driver and motor vehicle regulations and operating practices

  • Ability to assist DVS to improve customer service to traditionally underserved populations including English Language Learners

  • Ability to use human relations and conflict resolution skills sufficient to effectively solve problems in a manner sensitive to organizational structures, diverse cultures, and the needs of groups and individuals; to build consensus, establish collaborative relations and facilitate groups

  • Knowledge of political processes and legislative relations

  • Communicate and collaborate effectively (written and oral) with a variety of diverse customer groups, staff, legislature, the public, and other state agencies

  • Strong interpersonal skills, ability to negotiate effectively and solve problems with and through other people

  • Demonstrated ability to complete projects within prescribed timelines and meet project goals

Preferred Qualifications

  • Master’s degree in business or related field

  • Managerial experience supervising other supervisors/managers directly

  • Three (3) years of experience and knowledge of driver and/or motor vehicle related services

  • Three (3) years of experience and knowledge of managing and monitoring federal/state regulatory compliance

  • Experience participating in the legislative process, providing testimony, and/or bill interpretation

  • Experience with financial analysis and performance measurement

  • Experience managing multi-unit teams that are remotely located

Physical Requirements

Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
