The purpose of this position is to direct the development of objectives and strategies, policies and processes that will meet statutory requirements and also attain department goals in the most cost-effective, evidence based, safe and productive manner possible with regard to responsibilities of the areas of oversight. The incumbent will:
Lead, plan, develop, execute and oversee systemic changes to meet strategic goals and responsivity to victims and the department, including developing processes to assess and respond to high threat factors. This involves overseeing the development of victim centered case plans in high threat situations, effective interventions, and collaboration with state and national stakeholders to assist in creating processes for safe and successful incarcerated person transition from prison through community supervision.
Ensure victim and restorative centered decision-making is incorporated into the activities and the goals of the agency.
Provide direct oversight of programs designed to assist incarcerated persons in accountability through effective and efficient collaboration with agency, state, local and federal stakeholders in order to decrease re-victimization and reduce recidivism.
Identify and manage state and federal funding for processes and programs funded through state and federal grants.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
Five (5) years of experience overseeing and/or advising on crime victim rights, data practices, domestic violence, the community notification of predatory offender process, restorative justice principles, and other criminal justice issues OR administering or coordinating a corrections or community-based program involving victim-related issues or components.
NOTE: A Master's degree in Corrections, Criminal Justice, Criminology, Law Enforcement, Public Administration, Social Work, Psychology, or a Human-Services related field may substitute for eighteen (18) months of experience. A Bachelor's degree in the fields listed above or related may substitute for one (1) year of experience.
Demonstrated leadership experience, which may include experience as a supervisor, manager, or completion of a State of Minnesota Leadership (e.g., ELI or SLI program).
Applicants who meet the above experience requirements, will further be evaluated on the following:
Principles of administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances.
Excellent written and oral communication skills sufficient to write and edit reports and grant submissions, provide and oversee PREA training, and manage data and relay sensitive information to staff, family of incarcerated people, and external partners.
Human relations and confliction resolution skills to provide leadership, direction, and advice to facility leaders, PREA compliance managers, and external partners statewide.
Ability to motivate others and to understand, explain and apply laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
Flexibility to adapt to changing priorities and emergent situations and to manage multiple assignments simultaneously.
Preferred Qualifications
Knowledge and skills in state and federal grant application processes, grant management and reporting processes, and governmental budgeting and legislative processes.
Knowledge of Minnesota laws, rules, and processes relating to the provision of crime victim rights, the community notification of predatory offenders process, and restorative justice principles sufficient to develop programs and testify as a program expert.
Skills in project planning and implementation sufficient to coordinate unit projects.
Experience organizing educational and other projects and negotiate human, financial and technology resources to ensure the successful completion of the projects as well as successful office management.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
