This position provides independent and objective assurance, advisory, and leadership services to DHS Senior Management, all the administrations including but not limited to Health Care Administration, Behavioral Health Housing and Deaf/Hard of Hearing Services, and Aging and Disability Services Administration.

Responsibilities include:

· Provides strategic leadership in integrated health care models with focus on behavioral health and physical health through a population health and health equity lens for Minnesota’s Medicaid program.

· Provides clinical direction and leadership in the design, development and monitoring of improved delivery systems and clinical processes.

· Ensures that current treatment programs alignment with the goals and requirements of the positive supports rule, positive behavior supports, person-centered culture and related rules/policies/practices.

· Conducts evaluation of clinical outcomes, quality assurance and other continuous improvement activities to improve the state’s health care practices and policies.

· Provides clinical technical assistance, training, education and consultation to lead agencies, psychologists, other providers and division staff.

· Analyzes community-based and institutional data, including clinical outcomes data, to develop strategies to strengthen the capacity of community-based services and in corporate consumer voices in policy decision-making through a population health and health equity lens, as related to integrated health programs.

· Explores the feasibility of establishing new areas of effort and collaboration within the Department as well as with external stakeholders.

· Represents Minnesota at different federal platforms on integrated health care services at the State and National platforms as assigned by the Medicaid Medical Director.

· Participates in media interviews and serves as an agency spokesperson on integrated health policies

· Leads a group of integrated health researchers, policy analysts, community engagement specialists and supervisors to conduct analysis of integrated and behavioral health programs in Minnesota and implement policy related changes to advance population health and health equity in programs.

Minimum Qualifications

3 years of clinical leadership and knowledge as a behavioral health professional, including strategic planning and directing the work of staff. Experience needed:

  • Must be a licensed behavioral health clinician practicing in Minnesota

  • MD or PHD practicing in a behavioral health discipline

  • Demonstration of comprehensive clinical knowledge of the behavioral health continuum in context to needs, risks, and strengths; activities that require specific clinical knowledge or access to/consultation with peers

  • Knowledge and experience with the delivery of behavioral health services through both a fee-for-service model and managed care delivery model

  • Experience serving Medicaid and/or MinnesotaCare enrollees

  • Intimate knowledge of Minnesota’s behavioral health care system

  • Leadership skills necessary to analyze and articulate complex policy concepts, envision change and promote creative and innovative approaches in a respectful and inclusive manner

  • Understanding of public health and population health principles

  • Solid written and oral communication skills, including the ability to articulate issues in a concise manner, understandable by a wide range of audiences

Preferred Qualifications

  • Dual license to practice Mental Health and Substance Use Treatment in MN

  • Experience working in multiple care settings and that see a high percentage of Medicaid

  • Variety of experiences working effectively with others from different backgrounds and cultures
