In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

We are excited to announce a role as the Budget Team Lead in preparation for the new Department of Children, Youth and Families (DCYF). The Budget Team Lead will lead the establishment, maintenance, and control of all Department of Children, Youth & Families budgetary accounts (including monetary and position control) in accordance with state policies and procedures and federal guidelines and regulation. This position’s primary responsibilities include serving as the team lead of the budget staff; leading the preparation of the department’s annual operating budget and the development of the department’s biennial budget; monitoring the fiscal status of budgetary accounts, identifying problems, and recommending solutions; and providing training to FOD accountants and programmatic fiscal staff. Responsibilities include:

  • Plan and direct the preparation of the annual operating budgets within the Department, so control can be maintained between appropriations, allotments, encumbrances, and expenditures in accordance with legislative intent.

  • Develop and prepare the Department’s biennial budget and the Department’s response to budget-related inquires received during legislative session.

  • Monitor on a continuous basis the fiscal status of all budgetary accounts established by the Department and effectively recommend solutions to fiscal problems.

  • Identify and analyze opportunities for increased connectivity or coordination between all DCYF systems including: SWIFT ER, COCAS, statewide accounting system (SWIFT), statewide payroll system (SEMA4), statewide budget planning system (BPAS), Appropriation Maintenance Application (AMA) and the other FOD custom applications.

  • Develop, maintain, and present training for Department staff including Program Accountants, Account Managers, Business Contacts, and others in the use of Financial Operations Division budgeting and accounting practices, including the use of SWIFT ER (Electronic Reporting) for the dissemination of fiscal information and reports.

Minimum Qualifications

Three (3) years professional level experience in accounting or budgeting, including planning and managing large budgets, procurement oversight, creating fiscal reports, and data review and trend analysis.

A Bachelor's degree in Accounting, Business, or Finance may substitute for one year of professional experience.

Experience must demonstrate:

  • Advanced database skills.

  • Experience working with large, complex financial systems.

  • Proven proficiency in the use of large core system databases and specific skills in the use of reporting tools such as Microsoft Excel and Access, OBIEE, and Crystal reports.

  • Understanding of the budget and legislative process.

  • Ability to interpret state statute and funding bills as well as a variety of state and federal regulations.

  • Aptitude to analyze and explain complex financial information and reconcile discrepancies.

  • Experience leading projects with diverse teams.

Preferred Qualifications

  • Bachelor's degree in business, accounting, finance, or related field.

  • Government finance experience.

  • Specific knowledge of the State of Minnesota’s core financial systems such as SWIFT, SEMA4, BPAS, and AMA.

  • Ability to be innovative and develop solutions to fiscal issues and implement these solutions in a timely and organized fashion.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
