The incumbent leads the Integrated Service Delivery (ISD) Product Line’s Data Products Group, reporting to the Integrated Service Delivery Product Line Manager. This ISD Data Products Group oversees data products that manages the data of the product line and provides data analysis, data science, and consultation on matters of data to inform the ISD Product Line.

Responsibilities include but may not be limited to:

  • Determine and implement the vision, strategic plan, organization structure, objectives, priorities, and policies of the ISD Product Line’s data products that enable and guide how the Product Line’s data, analytics and data science capabilities are developed, implemented, and maintained to address the needs of the people we serve.

  • Create consistency and scalability of data product teams in the ISD Data Product Group, working closely with product managers to identify product visions, roadmaps, and features that consider empathy, equity, and people centricity to enhance the user experience and maximize the value to internal and external customers.

  • Partner with product managers in the ISD Data Product Group to oversee the end-to-end product development lifecycle and be accountable for high-quality data products in a timely manner, sync products in the product group with each other and drive alignment with product line objectives and guiding principles and promote a consistent and easy to navigate user experience between all products in the Product Line.

  • Represent the ISD Product Line data management, machine learning, data science and analytics related engagements involving agency leadership, county, state, federal, and tribal clientele.

  • Determine, secure, and allocate human, financial, and other resources needed to accomplish the mission and objectives of the ISD Data Products Group to ensure effective use of human and fiscal resources.

  • Develop and maintain collaborative, constructive relationships with internal and external clientele necessary to support the ISD Product Line mission achievement.

Minimum Qualifications

Demonstrated leadership experience* *Leadership experience can include:

  • Experience as a supervisor, leadworker, team lead, product owner or manager or similar role;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

Five (5) years experience in product management and data analytics and/or data science. Experience must demonstrate:

  • Experience strategically leading and managing product teams or complex projects and highly politicized relationships with internal and external stakeholders and partners with competing priorities in regulated environments.

  • Familiarity with agile methodologies and cross-functional teamwork.

  • Experience with customer-centric approach and understanding of user needs.

  • Ability to correctly interpret policies and regulations and to adapt, apply and enforce.

  • Knowledge and experience with current data management, analytics, and/or data science methods, and complex statistical analytic techniques and the circumstances in which they are used.

  • Excellent communication skills. Must be able to communicate clearly, effectively, and persuasively in writing, at meetings, and in public speaking and negotiate priorities, resources, and scope to optimize delivery.

  • Knowledge and experience with systems, applications, and software, such as: MAXIS, MMIS, Salesforce, R, SAS, SQL, Tableau, Microsoft Applications, etc.

  • Conducting, interpreting, and leveraging user research, user testing, data analytics and machine learning to make and validate product decisions.

Preferred Qualifications

  • Understanding of the overall systems that DHS and DCYF manages and supports, associated legislation/regulations, and funding streams.

  • Experience leading cross-functional teams to deliver customer transaction data integration, enrichment and insights.

  • Experience leading product transformation and with change management.

  • Experience with data warehousing, big data, and machine learning.

  • Enterprise eye for business and market awareness.

  • Knowledge of the policies, budget, service industries, and clientele associated with Minnesota's public programs.

  • Negotiation and conflict resolution skills.

  • Ability to adapt to continuous organizational and program changes sufficient to work constructively under pressure and cope with ambiguity and setbacks.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
