As the Cyber Threat Intelligence Lead, you will be responsible for building and maintaining the threat intelligence program, as well as determining intelligence value. This position provides proactive and reactive threat intelligence capabilities to enhance situational awareness with contextualization and better decision-making during/following intrusions, enabling improved detection of advanced threats, identifying relevant vulnerabilities as influenced by the threat, and bolstering overall risk management policies.

This position will work across the organization to capture and analyze cyber incident data across Minnesota state and local government, other public service partners, and via the new incident reporting law. The position will expand the information sharing process across Minnesota’s local governments, K-12 education, and critical infrastructure partners.

This position requires an employee to be onsite at the work location 3 days per week.

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota.

Minimum Qualifications

Position requires a minimum of five (5) years of experience as an information security engineer or related information security role.

Experience must include:

Experience in an intelligence discipline and the analysis of state and non-state cyber threat actors.

  • Knowledge and use of multiple threat intelligence platforms to identify and collect information.

  • Understanding of threat intelligence concepts and skills, such as IOCs, TTPs, Diamond Model, ATPs, Kill Chain, MITRE ATT&CK, STIX/TAXII, Python, YARA, and others.

  • Performing analysis of cyber tactics, techniques, and procedures in an effort to assess incidents, impact, and next steps.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Certification(s) such as GCTI, CEH, GCIH, GCIA, GREM, GPEN, CISA, CISSP.

  • Experience with software QA/QC methodologies, process, and technologies with respect to manual, automation, integration, and performance/stress testing areas.

  • Proven leadership and mentoring skills.
