The Communications Division within the Minnesota Department of Health (MDH) is looking for a Cultural Communications Evaluator to join the Cultural Communications Team in a temporary, unclassified, benefit eligible position. This position exists to plan, design, and develop tools and strategies for measuring the impact of cultural communications with a focus on quality improvement and quality assurance at MDH. The incumbent will establish short, intermediate, and long-term outcomes; lead evaluation planning and analysis to monitor and improve the operational efficiency, delivery of services, and community impact of the cultural communication projects.

Work includes primary responsibilities to:

· Plan, design, and develop methods and procedures for measuring the impact of cultural communications.

· Illustrate the impact and importance of cultural communications through the dissemination of evaluation findings and promotion of services through user-friendly methods.

· Perform other MDH communications duties as assigned.

This is This is a temporary position that is expected to end June 30, 2026.

This is a hybrid telework position that will require some work in person at the Freeman Building in downtown St. Paul.

Minimum Qualifications

Three (3) years of demonstrated experience in development and implementation of evaluation projects, timelines, and oversight of people contributing to a project or activity,

AND

Experience must include a minimum of two of the following:

  • Experience with federal or Minnesota state government policies, procedures, processes, laws, or rules related to language access.

  • Expressing complex concepts through user-friendly methods.

  • Experience working on a multicultural team with diverse perspective.

Preferred Qualifications

Experience relating to core principles of effective communication with cultural communities including translations/transcreations.

Knowledge of plain language and trauma-informed communications principles.

Experience in planning, developing, and implementing effective program evaluation strategies for novel programs.

Familiarity with data collection and analysis tools such as RedCap, NVivo and ArcGIS.

Commitment to advancing health equity and systems change.

Additional Requirements

This position requires successful completion of a background check and employment reference check.

This position does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
