The Real Estate and Construction Services (RECS) division manages over 300 construction projects and 650 property leases annually. Overall, the State has a real property footprint that includes 5,585 buildings and gross square feet and acreage equaling about 5.5% of the State. Working in the Business Services unit of RECS, you will serve as a subject matter expert and technician on procuring and contracting of professional and technical transactions for enterprise, statewide construction, and construction-related projects. This position also provides support and back-up to the Senior Contracts Administrator on managing the division's vendor management programs. Key responsibilities include, but are not limited to:

  • Providing subject matter expert advice on procuring and contracting for construction and construction-related services.

  • Serving as a subject matter expert on procurement and professional technical contracting processes; procedures and requirements established by statutes and Executive Orders; and agency and division policies to ensure compliance.

  • Drafting RFPs, RFQs, CM@Risk delivery method documents, design build documents, and contract documents, including construction, professional/technical service, JPAs, contract exhibits, and State Register notifications, all on behalf of construction project managers or other division team members.

  • Analyzing concerns and/or problems pertaining to RFPs and RFQs; the processing of contracts and amendments involving circumstances, facts, and/or issues not previously encountered; and working with team members to resolve issues; and assisting in training.

  • Supporting process improvements to optimize efficiency in contract management, procurement, and financial operations.

To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. During onboarding, this role will initially be in the office. After onboarding, in-office attendance will be required at least twice per month, presently the first and third Thursdays of each month, for team meetings and additionally as needed to meet business needs.

Minimum Qualifications

  • Two (2) years of experience procuring professional/technical services, including draft of solicitation documents, managing the evaluation and award process, and drafting contracts.

  • A Bachelor's degree may be substituted for one (1) year of experience as described.

  • Proven ability to develop, evaluate, implement, communicate, and enforce contracting policies and procedures.

  • Proven ability to interpret laws, policies, and statutes pertaining to the process, documents, public notices, preparation of requests, and limitations on contracting.

  • Time management skills sufficient to manage multiple complex projects at various stages of completion at one time and to work independently to complete tasks within division service standards and timeframes.

  • Group facilitation and negotiation skills sufficient to resolve conflict and model correct processes.

  • Experience with Microsoft Office products sufficient to prepare and deliver essential communications.

  • Customer service skills sufficient to provide prompt, courteous, and accurate information on the phone or using emails and other written correspondences.

  • Communication skills sufficient to write and edit reports, letters, and other documents using correct spelling, punctuation, grammar, and sentence construction.

Preferred Qualifications

  • Juris Doctorate.

  • One (1) year of experience procuring design and construction services, including drafting of solicitation documents, managing the evaluation and award process, and drafting contracts.

  • Working knowledge of the State procurement and contract statutes and rules (e.g., Minn. Stat. 16B, 16C), fiscal and encumbrance requirements, and data practices.

  • Working knowledge of construction project delivering methods, AIA contract management, architectural/design contracting and related professional/technical procurement methods, and payment and performance bonds.

  • Knowledgeable about construction risk management and liability, expense reimbursements, payment, and performance bonds.

  • Knowledgeable about accounting processes, project payment applications and processes, and public sector financial reporting obligations related to contracts.

  • Strong attention to detail and accuracy working with numbers and other details.
