MMCAP Infuse is a governmental cooperative purchasing organization for government facilities in all fifty (50) states. MMCAP Infuse is operated by the State of Minnesota's Department of Administration - Office of State Procurement ( https://infuse-mn.gov/ ).

We are seeking an Attorney for the Legal and Compliance unit to provide MMCAP Infuse leadership and staff with legal review and support services such as drafting legal language, negotiating contracts, amending contracts, and reviewing the work of the contract administrators and acquisition specialists to ensure compliance. This includes, but is not limited to:

  • Developing policies and procedures to ensure the smooth, effective, and legal operation of MMCAP.

  • Providing legal review, technical assistance, and input to the MMCAP Infuse lines of businesses such as pharmaceuticals, wholesaler purchasing, and other healthcare products and services so that their respective business objectives are achieved in a legal and timely manner.

  • Providing legal and technical assistance to MMCAP Infuse leadership on significant issues affecting its business so that it may take appropriate action, if needed.

To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. At a minimum, two (2) onsite days per month will be required. Completion of a telework agreement will be required.

Minimum Qualifications

  • J.D. degree from an accredited law school.

  • Three (3) years of experience that includes contract drafting and negotiations, addressing legal issues, reviewing documents/contracts for compliance, and/or professional experience in the medical field.

  • Significant experience with federal and state laws relating to procurement, antitrust, and/or group purchasing organizations.

  • Strong communication and dispute resolution skills as well as the ability to establish and maintain collaborative working relationships with teams and a variety of federal, state, and local stakeholders.

  • Ability to identify and address problems through provision of efficient and effective legal and/or business advice.

  • Ability to analyze needs to provide input and direction for a strategic policy.

  • Strong computing skills in a PC environment (e.g., Microsoft Word, Excel, Outlook, etc.).

Preferred Qualifications

  • Knowledge, experience, and understanding of group purchasing organizations (GPO); medical supplies organizations; GPO business model objectives; as well as statutory, policy, and overall legal requirements for all steps of a multi-state contracting process.

  • Strong organizational and time management skills with the ability to multi-task.

  • Ability to deal with ambiguity and non-routine commodity acquisition processes.

  • Experience working with a wide variety of individuals with different backgrounds and at different position levels.

  • Negotiation skills to be able to negotiate pharmaceutical, healthcare products and services, and allied products contracts.

Additional Requirements
