The Background Studies Division (BGS) is seeking a highly skilled Continuous Quality Improvement Coordinator (CQI) to plan, design, develop, implement, and evaluate continuous quality improvement strategies and other process improvement efforts bringing expertise to a new Compliance and Quality Management (CQM) area within BGS.
This position is responsible for administering continuous quality improvement (CQI) methods, principles, techniques, and practices for all facets of DHS’ statewide background study system. The incumbent will work independently and within a team environment to ensure quality standards and adherence with all state and federal laws, rules, regulations, policies, and compliance requirements. This position will use metrics and other data to contribute to evaluations and reporting efforts.
Responsibilities include:
· Collaborate with key teams and partners to build a culture of continuous improvement
· Persistently nurture an action-based culture of continuous improvement to improve KPI’s in the areas of customer-providers, individual end-users, quality, and compliance.
· Oversee progress of improvement efforts and provide CQI training/education enabling a CQI culture & demeanor
· Facilitate the development of BGS’ CQI roadmap and future state for BGS business areas that enables a robust productivity pipeline
· Lead/work with functional teams to streamline processes, improve service delivery, enable growth, and drive efficiencies
· Drive results by providing quality standards and greater transparency into the core of BGS’ systems and operations areas
· Validate assumptions and assertions using data and mentor others to make data driven decision
· Create efficiencies through innovative solutions
Minimum Qualifications
Three (3) years professional experience in designing, planning, implementing, monitoring, and evaluating continuous improvement programs or process improvement for operations functions and/or business processes.
Experience must demonstrate the following:
· Expertise in Continuous Quality Improvement (CQI) or Process Improvement methods, principles, techniques, and practices.
· Ability to establish and maintain good working relationships with other state employees and the public.
· Proficiency in using computers/software applications, including collaborative platforms such as SharePoint, WebEx; and Microsoft applications: Word, Excel, Outlook, PowerPoint, and Access
· Demonstrated skills in planning, coordinating, implementing, and evaluating high visibility projects.
· Interpret state and federal laws, rules, regulations, and compliance requirements.
Preferred Qualifications
· Lean Six Sigma Certification
· Project Management Professional (PMP) certification
· Criminal Justice Information System (CJIS) Security Awareness certification
· Strong written and oral communication including the delivery of presentations to the public
· Ability to perform statistical, quantitative, and qualitative analysis
· Ability to remain organized, multi-task and communicate progress for ongoing projects
· Variety of experiences working effectively with others from different backgrounds and cultures
