The Compliance Representative acts as a resource responsible for supporting the coordination, monitoring, organization, and operationalization of activities undertaken by the Compliance Coordination team. This position will provide operational and organizational support to assure compliance with the labor agreement between the State of Minnesota and Service Employees International Union Healthcare Minnesota & Iowa (SEIU) for the direct support workers in self-directed long term supports and services (LTSS), including Personal Care Assistance (PCA) Choice, Consumer Directed Community Supports (CDCS), the Consumer Support Grant (CSG), and Community First Services and Support (CFSS). Responsibilities include:

  • Organize and conduct communication, evaluation and reporting activities to help assure that deliverables are accomplished, and timelines are met and that ongoing operational activities are carried out

  • Implement and evaluate activities related to the processing and resolution of grievances related to the labor agreement between the State of Minnesota and SEIU for the direct support workers in self-directed long term supports and services

  • Provide administrative, analytical, and technical assistance to support the compliance coordination across the division as well as quality assurance and improvement activities across LTSS programs, including:

  • Home and community-based waiver services (HCBS)

  • Home care and self-directed services

  • Create, maintain, and retool shared team sites used for Compliance Coordination projects, including:

  • Analyzing documents to assure that the most updated information is available for project and

  • Lead policy staff and other policy staff to assist in understanding, documenting and communicating project and operational issues, strategies, data and outcomes

Minimum Qualifications

2 years professional experience establishing project goals, design, and implementing work plans. Experience must demonstrate:

  • Work management principles and practices including project initiation, planning, execution, monitoring and controlling, and closure

  • Familiarity with Minnesota’s Medical Assistance program, Home and Community-based Services and related reform efforts

  • Experience in developing and writing operational protocols and procedures and other documents

Bachelor’s Degree in Human Services, Public Policy, Social Services or related field may substitute for 1 year of experience OR Master’s degree in Human Services, Public Policy, Social Services or related field may substitute for 2 years of experience

Preferred Qualifications

  • Communicate clearly and professionally with a variety of individuals and groups, in-person, on-line, and in writings (e.g., technical, statistical, rules/policies, narrative, non-narrative documents), tailoring communications to the needs and preferences of different audiences

  • Build and maintain excellent working relationships with team members and external stakeholders

  • Work effectively as a team member and independently, often in ambiguous and changing circumstances, responding to multiple priorities and within tight timeframes

  • Skills in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint), ability to learn, understand and apply new technologies

  • Variety of experiences working effectively with others from different backgrounds and/or cultures
