The Minnesota Department of Human Services (DHS) is seeking a Classification and Compensation Consultant to join our collaborative Human Resources Classification Team. We are a team of analysts and consultants who develop and oversee the Department of Human Services’ classification and compensation system and provide related analysis and expert consultation to ensure the provision of market-competitive and internally equitable pay to attract and retain diverse talent.

In this role, you will provide complex job evaluation, analyses, and consultation for assigned agency programs, conduct individual position audits to ensure employees are correctly classified, write formal classification determinations, conduct internal equity analyses to ensure pay parity among employees, and design and administer and/or participate in job classification studies, Hay job evaluations, and projects. You will also provide strategic planning and guidance to agency managers and supervisors on topics related to job classification.

The person in this role will ideally be an expert in conducting research and gathering information from a variety of sources, analyzing and synthesizing complex details, communicating and explaining job audit results, developing strong and collaborative partnerships with managers, and proactively seeking opportunities to stay informed of division and program workforce needs.

This position requires a relationship-driven approach by actively partnering with hiring managers, human resources team members, and other stakeholders dedicated to fulfilling DHS’ mission – helping people meet their basic needs so they can live in dignity and achieve their highest potential.

Our team is currently teleworking and anticipate continuing to do so for the foreseeable future. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state.

Minimum Qualifications

Human Resources Specialist 1: Bachelor’s degree in Human Resources or a closely related field; OR two years paraprofessional/technical Human Resources experience that includes staffing functions such as creating job postings, reviewing resumes, job analysis, or related functions.

Human Resources Specialist 2: 2 year’s professional Human Resources experience with general knowledge of job analysis, compensation analysis, and/or classification.

Human Resources Specialist 3: 3 year’s professional Human Resources experience, which includes at least 2 year’s professional Human Resources experience conducting job analysis, compensation analysis, and/or classification for positions in a variety of classifications and levels.

Human Resources Consultant 1: 4 year’s professional Human Resources experience conducting job analysis/classification for positions in a wide variety of classifications and levels.

*Bachelor’s degree in Human Resources, Psychology or closely related field may substitute for 1 year of professional Human Resources experience*.

All applicants must minimally meet these additional required qualifications:

  • Demonstrated research and analytical skills.

  • Skill in writing formal reports, research papers, or memorandums.

  • Relationship building skills sufficient to build strong, collaborative working partnerships with agency managers and supervisors and be regarded as a trusted advisor and consultant.

  • Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.

  • Communication skills sufficient to explain sensitive, controversial decisions to employees and management in a clear and concise manner.

Preferred Qualifications

  • Experience with a job evaluation system such as the Hay method.

  • Experience interpreting current employment laws, regulations, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees.

  • Experience conducting public sector job analysis/classification.

  • Experience conducting class studies.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
