This position is located at Central Office in St. Paul. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion.

As a Civil Rights Certification Specialist, you will be a part of a dynamic team that supports the participation of minority-, woman-, and veteran-owned businesses in MnDOT projects. This team is responsible for administering MnDOT’s small business programs, and this role will involve processing new DBE applications for certification, investigating and auditing DBE firms on eligibility criteria and assisting with interstate applications, and annual Declarations of Eligibility (DOE’s). This position is active in the Minnesota Unified Certification Program (MnUCP) and the Certification Application Committee (CAC). This position is also a member of the Office of Civil Rights Small Business Contracting unit. In addition, you will participate in team efforts to advance small business participation by creating ongoing relationships and mutual understanding with internal and external stakeholders, identifying levers for change and process improvement, and serving as an ambassador for civil rights issues and small business participation.

Occasional in state travel is required (approx. 10% of the time).

Minimum Qualifications

Three years of professional experience in civil rights, contract administration, or contract compliance work that demonstrates the following:

• Experience analyzing information sufficient to determine accuracy and compliance.

• Experience interpreting and applying government regulations, rules and policies.

• Experience utilizing databases sufficient to update, track and manipulate information.

Preferred Qualifications

• Knowledge of civil rights history, understanding of discrimination and resulting social and economic disparities.

• A graduate degree or Juris Doctor.

• Knowledge of the highway heavy construction industry and/or contract management principles and practices and how they are applied to government contracting.

• Knowledge of local, state and federal regulations related to civil rights programs.
