In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Child Welfare Case Review Consultant provides consultation, technical assistance, support and oversight of Minnesota’s child protection and child welfare practice continuum, specifically related to child welfare agency practices at the local level involving children and families of African Heritage. This position supports efforts to improve policy, programming, and practice protocols contributing to the over representation for African American and African heritage populations. These efforts include reviewing specific cases, providing technical assistance for counties, tribes and community agencies, working with CSP staff to coordinate CQI, research, and evaluation efforts, analyzing program outcomes and developing and supporting developing and implementing training for local staff.

This position also involves reform activities related to child welfare, including supportive activities to meet and monitor state and federal legislative changes and program compliance. The uniqueness of this position is the focus on all the broader child welfare practice as opposed to one specific program area. Responsibilities include:

  • Provide consultation, technical assistance, and support to child welfare agencies concerning the entire child welfare continuum, specific to system involvement for children and parents of African heritage.

  • Provide child welfare information, consultation, and support to constituents, and local and other state child welfare agencies.

  • Develop a formal case review system to further support guidance and oversight of Minnesota’s child welfare system specific for children and families of African heritage

  • Lead, co-lead, and/or participate in statewide reform efforts that aim to improve outcomes for children and families of African heritage.

Minimum Qualifications

Three (3) years of professional experience in social work and/or case management experience in child welfare and particularly safety, foster care, and or adoption. Experience must demonstrate:

  • Knowledge of federal and state child welfare statutes, particularly child protection and out-of-home placement.

  • Working with diverse communities experiencing overrepresentation and disproportionality in the child welfare system.

  • Working with SSIS- statewide automated child welfare information system

*A Bachelor’s degree in human services, social work, or child welfare practice may substitute for 1 year of experience.

Preferred Qualifications

  • Master’s degree in social work, human services or related field.

  • Strong skills in setting project goals, expectations and planning time lines.

  • Strong child welfare experience in county or tribal social service agency.

  • Ability to research and learn federal and state child welfare laws and practices and write bulletins, summaries, reports and other documents in a clear, concise and professional manner.

  • Experience leading or participating in workgroups or similar entities.

  • Experience leading or completing formal case reviews

  • Ability to plan, execute and meet competing priorities and deadlines in a timely manner.

  • Excellent verbal and written communication skills.

  • Experience participating in or leading agency child welfare initiatives and projects.
