In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Job Summary

*Travel required approximately 25% of the time to attend meetings across the state.

As Child Safety and Permanency Division Planning and Project Manager, you will manage the work between departments and within the Child Safety and Permanency (CSP) division. This position is responsible for the collaboration of work between the departments that will be joining the new DCYF administration. This role is necessary to prioritize bridging the work and partnering with the various teams and training academy to streamline our work by following the vision, mission, and goals set forth by the commissioner.

The primary responsibility will be assessing the gap areas within the CSP division and identifying areas of work that require better collaboration. This position will also be responsible for reviewing internal policies to better align with reducing racial disparities within the division. This portion of the work will be done in partnership with community members and the Equity Director and team.

Responsibilities will also include a great deal of community engagement work to help build resource hubs across the state to assist smaller counties in establishing improved pathways to receive the support needed to make informed decisions for their communities. This position will work closely with the division leadership team to gain better understanding of the day-to-day processes and protocols. Responsibilities include:

  • Identify opportunities to coordinate efforts and provide direction and input in how current policies, and processes, are written that provide oversight and guidance for 87 counties and Tribal Nations.

  • Provide direct support to the Division Director to build a collaborative process to establish clear expectations across the division and support the development of written processes, protocols, and guidelines that create a system of shared accountability across the division.

  • Support the process of transforming the way the division currently establishes programs and provides support across the state using a race equity lens that is influenced by current disproportionate outcomes and data and helps to make critical programmatic divisional changes.

  • Support the creation of a process map that is clear and can be presented to the public at a moment’s notice .

Minimum Qualifications

Three (3) years of experience in planning evaluation, policy analysis and project management focused roles a public assistance, human assistance, public welfare, education, health or nutrition program that must demonstrate the following:

  • Experience in policy analysis and evaluation.

  • Experience in planning, developing and implementing projects.

  • Understanding of principles of project management to track and present results.

  • Experience applying equity lens to work program and/or project management processes.

  • Experience successfully leading teams using modern iterative, human-centered, project management methodologies.

  • Ability to interpret and leverage research, stakeholder input/feedback, and data analytics to make and validate project decisions.

  • Experience in community engagement and in building solid partnerships with counties, Tribal Nations, service providers, community partners, families and the community.

Preferred Qualifications

  • Local and Rural community knowledge and insight on current Child Safety and Permanency related legislation.

  • Detailed knowledge of current programs administered by the Child Safety and Permanency division.

  • Understanding of the concepts of institutional and structural racism and bias and their impact on underserved and under-represented communities.

  • Skilled in applying knowledge of risk management, budgeting, and resource allocation.

  • Excellent written and verbal communication skills, and ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
