In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Job Summary

*Travel required approximately 25% of the time to attend meetings across the state.

As the Child Safety and Behavioral Health Planning and Project Manager, you will manage the work between the Behavioral Health Division of the Department of Human Services and the Child Safety and Permanency (CSP) of the Department of Children, Youth, and Families (DCYF). You will be responsible for the collaboration of work between behavioral health systems, public health, and child welfare. This role is necessary to prioritize bridging the gap of adolescents who have identified needs that are not being consistently met in the child welfare system.

The primary responsibility will be assessing the gap areas within the CSP division. This position will also be responsible for reviewing internal data monthly to understand the needs across the state. Responsibilities will also include a great deal of community engagement work to help build resource hubs across the state to assist smaller counties in establishing a pathway to support youth in their communities. This position will also develop a process to communicate regularly with community and agency leaders on the development of the work. Responsibilities include:

· Identify opportunities to coordinate efforts and provide direct oversight of the current policies, processes, and guidelines that offer guidance for behavioral health services for youth and child welfare services across the state.

· Assess the gaps in service and helping to create a pathway to intervene and offer the 87 counties and Tribal nations support to create a network of support in both areas.

· Identify a framework that is inclusive of both systems and supporting funding streams to offer better outcomes for youth who continuously experience unnecessary OHP due to unmanaged behavioral health symptoms.

· Coordinate various legislative implementations to support better collaboration of the work and communication with the public.

  • Research and assess other states and federal practices that guide how to develop a project that will positively impact the children who are overrepresented in Child Welfare and Behavioral Health.

Minimum Qualifications

Three (3) years of experience in planning evaluation, policy analysis and project management focused roles a public assistance, human assistance, public welfare, education, health or nutrition program that must demonstrate the following:

  • Experience in policy analysis and evaluation.

  • Experience in planning, developing and implementing projects.

  • Understanding of principles of project management to track and present results.

  • Experience applying equity lens to work program and/or project management processes.

  • Experience successfully leading teams using modern iterative, human-centered, project management methodologies.

  • Ability to interpret and leverage research, stakeholder input/feedback, and data analytics to make and validate project decisions.

  • Experience in community engagement and in building solid partnerships with counties, Tribal Nations, service providers, community partners, families and the community.

Preferred Qualifications

  • Behavioral health background and insight on current legislation.

  • Detailed knowledge of current programs administered by the Child Safety and Permanency division.

  • Understanding of the concepts of institutional and structural racism and bias and their impact on underserved and under-represented communities.

  • Skilled in applying knowledge of risk management, budgeting, and resource allocation.

  • Excellent written and verbal communication skills, and ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
