In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

This position exists to lead research, analysis, and implementation of compliance and risk reduction efforts of the state’s system for financing and administering the Child Care Assistance Program (CCAP). The position ensures that the program’s policies and practices are administered with integrity and that the intended outcomes for children and families in Minnesota are achieved.

Some responsibilities include, but not limited to:

  • Develop processes, controls and measures designed specifically to identify, measure, and mitigate risks ensuring effective use of resources and compliance with applicable federal and state laws and regulations. Lead the development and implementation of a compliance plan of applicable federal and state laws and regulations and program requirements established to implement the Great Start Scholarships program.

  • Direct the research, development, implementation, and evaluation of the state’s CCAP case review findings so that financial integrity is supported through appropriate practice and systems.

  • Lead and coordinate risk reduction strategies based on the results of case review errors, accuracy reviews, and appeal outcomes to develop and maintain strategies to ensure accurate implementation of policy.

Minimum Qualifications

Three (3) years work experience demonstrating expertise in early childhood/school aged care policy and/or in the delivery of human services.

Experience must include:

  • Practical understanding of early childhood/school aged care policy and programming at the federal, state, and local levels.

  • Understanding of state and federal laws and regulations governing the Child Care Assistance Program.

  • Policy and/or procedure reviewing, creating, and implementation.

  • Knowledge of project management concepts.

  • Research and analysis skills to collect and analyze data to support program and project work.

  • Skilled at using MS Office Suite programs including Word, Excel, Access, PowerPoint, Visio, and SharePoint.

* Bachelor’s degree in social work, human services, or a related field may substitute for one year of professional experience.

* Master’s degree in social work, human services, or a related field may substitute for two years of professional experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Experience with analyzing federal and/or state legislation and rules.

  • Experience with the Child Care Assistance Program or related programs that serve children and families.

  • Knowledge and understanding of the roles and relationships of county, state, tribal, federal and community agencies in the delivery of human services.

  • Facilitator for group discussion to provide guidance and technical assistance along with ability to explore different interests to reach a consensus.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

Additional Requirements

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
