The Chief Privacy Official is a highly visible position that will manage a team of attorneys who provide legal advice to department managers, directors, and executive leadership on a variety of complex legal and privacy issues. This position will work closely with Chief General Counsel in coordinating and supervising legal work throughout the Department of Human Services. The focus of this position will be to assist in enhancing the Department’s privacy culture supporting compliance with state and federal privacy laws and better outcomes for Minnesotans.

Responsibilities include but may not be limited to:

  • Provide strategic guidance, legal advice, and subject matter expertise on privacy and security law and compliance initiatives and issues across the Department and in partnership with MNIT, other state agencies, and Department partners and contractors.

  • Collaborate with Department partners, contractors, MNIT and other agency General Counsels on strategic data protection, data sharing, and data management initiatives and projects.

  • Manage, coordinate, and supervise legal work throughout the Department.

  • Manage the work of the Privacy Office and supervise a team of attorneys to provide timely and accurate legal support and advice to Department executive management, managers, directors, and staff on complex legal issues and guidance on privacy and security matters.

  • Supervise, mentor, and evaluate the performance of assigned staff.

  • Develop and deliver legal training to Department management and staff on a variety of legal topics to ensure that Department staff understands their responsibilities under applicable laws.

  • Represent the Department’s position with the Attorney General’s Office (“AGO”) as necessary on legal matters and in particular provide expertise regarding privacy and data practices issues.

  • Coordinate and complete special projects as assigned by the Senior Counsel and General Counsel, and provide back-up for Senior Counsel as needed.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.

  • Juris Doctor (JD) from an American Bar Association (ABA) accredited law school;

  • Active license and in good standing to practice law in the State of Minnesota;

  • Minimum of seven (7) years’ recent experience as a practicing attorney in data privacy law;

  • At least one (1) year recent experience as a supervisor or in a leadership role in an area of law related to data privacy;

  • Knowledge of federal and state privacy laws related to human services programs;

  • Experience conducting legal research, writing, and analysis and providing legal advice to executives or senior management within the last six (6) years;

  • Experience developing and delivering legal training to executive management and staff;

  • Strong oral and written communication and interpersonal skills;

  • Knowledge of the judicial and legislative process.

Preferred Qualifications

  • Education or certification in the field of data privacy, such as: Certified Information Privacy Manager (CIPM), Certified Information Privacy Professional (CIPP), or an equivalent certification.

  • Experience working with state and federal regulators.

  • Experience with data privacy policy development and implementation.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
