State of Minnesota Business & Program Development Manager - State Prog Admin Manager in St. Paul, Minnesota

Job Summary Job Summary * The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment. As the Business & Program Development Manager in the Office of Civil Rights, manage stakeholder engagement activities and direct program development efforts. The objectives are to increase workforce diversity on MnDOT’s highway heavy construction projects and provide greater contracting opportunities to women and minority owned small businesses. * Develop and oversee workforce training and job development programs; * Work with unions, contractors and community based organizations to develop trades training curriculum that meets the needs of the highway heavy construction industry; * Manage consultants and vendors providing supportive services under the program; * Develop and maintain relationships with government agency partners with shared and similar objectives; * Lead role in managing and administering stakeholder discussions focused on improving the effectiveness of MnDOT civil rights programs. This position oversees a budget of over $2 million annually to fund the supportive services programs. This effort is critical to MnDOT’s goal of increasing the number of certified small businesses performing on its contracts and creating workforce training and development for employment of persons underrepresented in the industry. This work is critical to MnDOT’s plan to build and maintain a 21st century transportation infrastructure with an inclusive approach for all Minnesotans. Occasional in state travel may be required, including some overnight stays.The work duties of this position may be performed remotely and the position may be eligible for telework, as determined by business need and state of Minnesota and MnDOT policy. Qualifications Minimum Qualifications One year of managerial experience or two years of professional supervisory experience or three years of advanced professional experience administering a civil rights or transportation related program. _If you meet the minimum qualifications and want to be considered further in the selection process, you must__ address your experience in the areas below in a cover letter and attach it with your resume to the online application__._ * Human relations and communication skills sufficient to build relationships with MnDOT management and staff, other agencies and various stakeholder groups. Include your experience working with and communicating with others from diverse cultural and work backgrounds. * Experience implementing and explaining business and program development policies and procedures. * Experience establishing and communicating a vision and goals to others so goals can be achieved. * Experience leading or supervising other staff. *Preferred Qualifications * Experience administering and overseeing federal and state grant programs. * Experience with business and economic development training programs for the benefit of people from diverse cultural backgrounds.
