Under administrative direction, this position leads, plans, and manages multiple major administrative services and advancement functions that are highly visible, complex, and are of broad significance to the Background Studies Division (BGS). The incumbent manages day-to-day responsibilities of the Enterprise Services, Advancement, and Impact (ESAI) business area, and provides professional supervision, guidance, and support to employees. The incumbent manages and oversees functional areas that constitutes new business infrastructures and joins new resources with end products to deliver integrated programs to all facets of Department of Human Services (DHS’) statewide background study system.

The incumbent in this position will –

  • Determine and implement the vision, goals, and objectives, of the Enterprise Services, Advancement, & Impact (ESAI) area that defines and guides how administrative services functions and advancement capabilities will be developed, implemented, and maintained in support of the division and for all aspects of DHS’ statewide background study system.

  • Determine, secure, and allocate staffing, financial, and other resources needed to accomplish the statutory obligations and objectives of the BGS Division to ensure effective use of human and fiscal resources in achieving BGS’ goals.

  • Serve as an expert consultant to BGS, OIG, and DHS and other state and federal agency stakeholders on all matters related to the efficacy of enterprise services, advancement, and impact (ESAI) programs.

  • Represent the BGS Division and DHS’ statewide background study system at meetings and engagements; and develop and maintain collaborative, professional relationships with internal and external stakeholders that enables the division to accomplish and achieve its goals and objectives.

  • Consults and advises the Assistant Deputy Inspector General and the Deputy Inspector General on matters related to the area of responsibility.

  • Work collaboratively with leadership, management, and staff at all levels of the organization to accomplish the goals, objectives, and the strategic direction of the division and the enterprise.

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

Five (5) years of experience providing strategic direction to a work area.

Experience must demonstrate the following:

  • Financial analysis/management and working with administrative processes and systems.

  • Manage process automation, systems, technology, and/or workflow.

  • Supervisory and/or leadership experience sufficient to manage business functions and supervise employees.

  • Maintain records, prepare reports, review, and analyze data, develop presentations, and/or compose correspondence relative to the area’s work.

Preferred Qualifications

  • Ability to interpret state and federal laws, regulations, compliance, rules, and legal processes.

  • Knowledge of gap analysis and needs assessment methods sufficient to develop an effective process, service, or product that will address enterprise needs and objectives.

  • Knowledge of assigned functions sufficient to organize and direct effective service delivery.

  • Assess and analyze complex problems and propose reasonable solutions.

  • Ability to direct group problem solving and negotiation processes to achieve goals and measurableresults.

  • Skilled at public speaking sufficient to present information and facilitate meetings with various stakeholder audiences.

  • Skilled at situational analysis, decision-making and problem-solving sufficient to evaluate policies and procedures, and to recommend and/or implement solutions.

  • Excellent communication skills- written/oral sufficient to effectively convey goals and priorities of the enterprise.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
