State of Minnesota Application Support Specialist - ITS 3 in St. Paul, Minnesota

Job Summary Job Summary As an Application Support Specialist, you will be for responsible for the management, administration, coordination, planning, designing, developing, operating, maintaining, monitoring, evaluating, updating, replacing/upgrading and adding new information technology systems for Minnesota IT Services Partnering with the Department of Administration (ADMIN) specifically Admin’s Office of State Procurement (OSP) systems. This includes, ensuring the OSP applications, web server/web sites and SQL servers/SQL databases are available and performing their functions during pre-defined hours (ranging from OSP business hours to 24/7 and Real Time). This position is the first responder in resolving issues that affect performance or availability of applications, servers or systems and is ultimately responsible to work on their own, with other Minnesota IT Services staff or contracted vendors to return the affected application, server or system to an acceptable functioning status as soon as possible. Qualifications Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume: Position requires a minimum of three (3) years of IT experience developing applications.​ Experience must include 3+ years of application support and development experience in: * Knowledge of relational database design such as DB2 and SQL Server * Design, development, configuration, troubleshooting and support of Commercial-off-the-Shelf (COTS), custom-built and middleware applications. * Working directly with and across multiple IT services (Application, Database, Infrastructure, Service Desk) and troubleshooting simple to moderately complex integrated application components including database, host/server, access (LDAP/AD), configuration items (CIs), application code, and network. * Experience analyzing business needs, communicating and leading meetings for collaboration with business and IT stakeholders, presenting technical options recommending solution options, providing technical design, troubleshooting technical issues, performing system analysis, working with data integrations, and delivering technical solutions. A Master’s degree in Information Technology or a related field substitutes for three years of experience, OR a related Bachelor’s degree substitutes for two years, OR a related Associate’s substitutes for one year. Preferred Qualifications * Experience supporting accessible web applications * Experience with cloud hosting. * Knowledge and experience in project management. * Experienced in team leadership and coordination of application support and development activities including intake, assignment, and tracking of work to completion for projects and work orders. * Strong ability to work with all levels of the organization, including business and technical stakeholders. * Knowledge of MNIT’s services, standards, and policies. * Knowledge of the Department of Administration’s organizational structure, policies, standards, procedures. * Ability to easily adapt to new technology quickly, including incorporating new technologies into existing systems. * Experience with application and data development, integration and technical support using Java, Python, SQL, JavaScript, XML, Oracle PL/SQL, GIS Map Services, APIs, REST, JSON, and SOAP. * Experience creating, maintaining, and leading data integrations, new software development, enhancements, preservations, testing/QA and deployments/release. * Strong skills in self-motivation, servant leadership, team player, networking, resolving conflict, building rapport and trust, negotiating tactfully with others, and time management (independent and team). * Previous database experience with a focus on spatial data in Oracle, PostgreSQL, ArcSDE or SQL Server environments, including configuring ODBC/database client, report and application connections.
